Job Description
Chief Operations Officer Department: Executive Reports To: Chief Executive Officer FLSA Status: Exempt JOB SUMMARY The purpose of this classification is to provide overall management, direction, and supervision of the Operations Divisions of Greenville Water, under little supervision. The Operations divisions include Engineering, Field Operations, and Water Resources. Reviews the work of direct reports for completeness and accuracy, works with the Chief Executive Officer to develop and implement policies established by the Commission of Public Works, and plans and manages the implementation of the long-term Capital Improvement Plan. ESSENTIAL JOB FUNCTIONS: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Directs and supervises subordinate managerial and clerical support staff. Reviews the work of subordinates for completeness and accuracy, evaluates and makes recommendations as appropriate, and offers advice and assistance as needed. Directs the implementation of policies as needed and as established by the Commission, conducts research as necessary, and prepares policy recommendations. Plans and manages implementation of the long-term Capital Improvement Plan. Prepares and presents to the Commission for approval, the five-year, multi-million-dollar Capital Improvement Program. Prepares and presents annual fiscal operations budgets. Analyzes budget forecasts and makes decisions as necessary to control short-term and long-term assets. Reviews and evaluates the Operations Divisions personnel/organizational structure and makes modifications as necessary to maintain the effectiveness and efficiency of operations. Receives, reviews, prepares and/or submits a variety of records and reports, including budget documents, weekly operating reports, agreements, invoices, purchase orders, engineering studies, contracts, presentation materials, statistical analyses, job applications, performance appraisals, policies, technical reports, memos, correspondence, etc. Interacts and communicates with various groups and individuals such as the Board of Commissioners, Division Directors and other Greenville Water team members, customers, news media, engineers, attorneys, contractors, legislators, regulating agencies, sales representatives, other utility Directors/Managers, professional peers, local businesses/industries, civic organizations, and the general public/customer base. Participates in local and regional planning activities. Makes presentations to the Board of Commissioners on various policy issues, operations updates, engineering planning/project status, etc. MINIMUM QUALIFICATIONS: Master's Degree in environmental science, biology, water resource management, or civil, sanitary or environmental engineering, supplemented by ten (10) years of experience in water utility management, is required; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Professional Engineering License preferred or equivalent executive or operational water utility experience. Level A Water Distribution and Level A Water Treatment Licenses are preferred.
