About NYC Health + Hospitals

Harlem Hospital Center has been a bedrock of the Harlem community since 1887. The hospital provides a wide range of medical, surgical, diagnostic, therapeutic and family support services to the residents of Central Harlem, West Harlem, Washington Heights and Inwood. Harlem is the largest hospital in the area, capable of treating the most seriously ill. Harlem provides over 90 specialized ambulatory care services, dentistry and oral surgery, behavioral health services, and community substance abuse treatment.

Duties & Responsibilities

The Chief Operating Officer (C.O.O) works with top-level executives to devise strategies and policies to meet the organization's objectives and goals, and reports on the performance of the various departments directly to the Chief Executive Officer (C.E.O).

The C.O.O also serves as a principal assistant to the C.E.O for the daily administration of the facility. C.O.O exercises wide latitude in the use of independent judgement and initiative in the administrative direction and coordination of major activities and functions for the facility.

Summary of Duties and Responsibilities:

  • Represents the health system on behalf of the C.E.O to various government agencies, funding agencies, and/or the general public/local communities.
  • Supervises the implementation of Corporate programs and policies concerning health care facility operations and assists in coordinating activities between facility staff and Corporate officers.
  • Collaborate on hospital’s Strategic Plan, Budget and Master Planning process.
  • Serve as Senior Executive Sponsor for all new initiatives both clinical and non-clinical.
  • Performs other duties as assigned by the C.E.O.
  • Participates in the planning, development and promulgation of programs, policies and procedures, and evaluative and monitoring techniques designed to implement the policies and achieve the goals established by the governing body and the President.
  • Represents C.E.O in high-level negotiations with state, and city concerning state agency oversight, real estate transactions, zoning, jurisdictional matters, and construction issues.
  • Establishes policies for and provides leadership of key departments including Radiology, Dietary, Bio-Med, Pharmacy, Pathology, Supply Chain, Mail & Duplication, Central Stores and AOD's
  • Participates in the selection and appointment process of department heads and establishment of organizational structures.
  • Compiling performance reports and reporting to the C.E.O.
  • Serve as Administrative Generalist for the facility overseeing the day to day management of the organization.
  • Provides leadership and direction in all aspects of administering a strong program of communicating with the health system community that emphasizes customer service and client involvement.
  • Establishes and implements short-and long-range organizational goals, objectives, policies, and operating procedures; monitors and evaluates program effectiveness; implements changes required for improvement.
  • Serves as Deputy to the Executive Director and assumes full responsibility and authority in areas delegated.
  • Provide effective leadership in the development for the continuous evaluation of short and long-term strategic financial objectives.
  • Completion and Management of Certificate of Need applications for the facility.

Minimum Qualifications

1. A Masters Degree from an accredited college or university with a specialization in Hospital Administration, Business Administration, Public Health, Hospital Health Care, Medical Administration or a related program; and,
2. Six years of full-time, paid experience in high-level responsible business administration, human resources administration, public administration or an equivalent field, or as an Assistant Hospital Administrator in a position of direct responsibility for total operations or major parts thereof in a hospital setting including substantial exposure in meeting community needs; or,
3. A satisfactory equivalent combination of education, experience and training; and,
4. Extensive working knowledge of hospital administration, medical procedures, laws and regulations pertaining to hospital operations with special reference to accreditation procedures.
