This position will be located in Sacramento or Riverside County.
Under the broad direction of the Chief Counsel and the Executive Office of CARB, the Chief of the Enforcement Division plans, organizes, and directs the work of the Division's program engineers, scientists, air specialists, inspectors, analysts, and support staff; develops strategies and priorities for enforcement activities, for compliance training and assistance, and for environmental cross-media enforcement efforts; formulates policy and strategy recommendations to CARB’s Executive Office and Board; develops strategies and procedures to uncover and resolve enforcement actions; works closely on cases with lawyers in CARB's Legal Office and at the California Attorney General Office; and works cooperatively with the California Environmental Protection Agency, the United States Environmental Protection Agency, other federal and state agencies, local air quality districts, local law enforcement, and district attorneys to initiate and resolve enforcement cases and to establish and develop effective enforcement policies and practices.
The Division Chief acts as a member of the Executive Staff and represents the Board in meetings with the regulated community, environmental justice and community groups, legislative staff, international, federal, state and local officials, multi-state and international coalitions, other states, and other government agencies. The Division Chief is responsible for the budget and personnel of the Division. The Division Chief directly supervises one Assistant Division Chief, five Branch Chiefs, one Vehicle Program Specialist, and one Staff Services Manager I.

  • Describe your experience and understanding of the policy issues and challenges associated with enforcing regulations to meet community and governmental needs.

  • Describe your managerial experience that demonstrates leadership in motivating and directing a large team of staff and mid-level and senior-level managers to accomplish program objectives.
  • The SOQ serves as the examination for this position and shall be the only basis for the candidate's final score and rank on the eligible list. The SOQ must not exceed two pages in length with a font size of at least Arial 12 point.
  • Describe your experience establishing and maintaining effective working relationships with representatives of federal, state, and local government.
  • Describe your experience advancing equity policies and procedures in the workplace; this should include your efforts to foster diversity and inclusion internally in the workplace and also any efforts to ensure equitable operation and outcomes of the work.
