Job Description
The Position


The Business System Analyst II, located in the Technology Workgroup of the Portland Water Bureau, is responsible for working with internal and external bureau stakeholders and software vendors to translate business and operational requirements into designs and specifications to implement and support a recently procured Enterprise Asset Management System, Infor Public Sector (IPS). The Water Bureau's Technology Program manages the bureau's technology infrastructure and supports the Bureau's Water Asset Management System (WAMS).


The WAMS Project is a large, complex software implementation for the bureau. Portland Water Bureau has chosen and will implement Infor Public Sector (IPS) to replace the current Work Order Management System, Oracle Work and Asset Management (OWAM). Evaluating and updating business processes and configuring the new system to include those changes are vital for a successful implementation. This project includes change management and organizational transformation activities and training, substantial data conversion and cutover activities, and numerous system integrations including SAP, Cayenta, and ESRI GIS.


This position requires the knowledge, skills, and abilities to successfully meet the objectives of the project. The Business System Analyst II is responsible for training AMS subject matter experts (SMEs) in analysis tasks as required for the WAMS Implementation project, develop and provide SME and end user training, performing software configuration analysis and tasks for all Software Development Lifecycle phases, performing additional Software Development Lifecycle tasks as needed, and typical to the classification description for a business systems analyst on a complex software project, as well as perform backup systems administration tasks for the existing OWAM system. The Business System Analyst II is expected to carry out their individual responsibilities with initiative, independence, and creativity while exercising sound professional judgment and problem-solving skills.


Persons appointed to limited term positions will be designated as limited duration employees except for the extension of grants or funding from outside sources.

To Qualify


Applicants Must Provide Details In Their Supplemental Question Responses And Resume That Demonstrate How Their Education, Training And/or Experience, Meets Each Of The Following Minimum Qualifications


  • Experience communicating clearly and effectively with all levels of employees and with diverse audiences of technical and non-technical personnel orally and in writing. Presenting conclusions and recommendations effectively.
  • Experience analyzing operational and organizational problems, evaluating alternatives, providing cost/benefit analyses and reaching sound, logical conclusions regarding customer needs and business requirements and system recommendations.
  • Experience applying the principles of project management & change management.
  • Experience applying the methods of systems design and complex configuration of system modules in a highly integrated relational application.
  • Experience applying the principles and methods of business process analysis, including business process reengineering, customer management, and change management as applied to system design and configuration.
  • Experience applying Asset Lifecyle Management framework for utility business functions supported by an Enterprise Asset Management software system. ( Infor Public Sector experience is preferred but not required. )
