Building and Grounds Manager

REPORTS TO : Director of Maintenance
POSITION SUMMARY: Helps administer the district’s maintenance program by planning, organizing, directing, supervising and evaluating the ongoing and preventative maintenance, repair, and construction work performed by District employees on building structures, grounds, service equipment, utilities, sanitation, material handling; and ensures compliance with all safety regulations, pollution codes and applicable government regulations; and promotes minimization of energy expenditures. Typical position work hours are 8 am until 5 pm (hours are subject to change depending on needs of the district or any emergency).

FUNCTIONS OF THE JOB
Essential Functions:
  • Assists with directing actions of the maintenance and warehouse personnel to efficiently complete all required maintenance tasks.
  • Keeps Director informed of developments regarding the maintenance department.
  • Confers with Maintenance Director regarding staff and problems encountered during operation.
  • Assists with controlling the inventory of equipment, supplies, and materials, utilized in the operation of the department.
  • Assists with planning for efficient operation of all major projects as well as routine maintenance activities.
  • Assists with scheduling maintenance projects so as to minimize interference with school activities.
  • Assists with determining and assigning priorities for all maintenance and activities.
  • Assists with administering a preventive maintenance program to determine needed repairs, minimize breakdowns and extend equipment life; takes steps to reduce all costs, such as labor, materials, supplies and materials.
  • Assists with recommending employment and termination on all jobs and personnel within the department; evaluates employee’s performance on ongoing basis and reviews each person’s progress at specified intervals.
  • Assists with analyzing maintenance expenditures to ensure best value per dollar spent; makes recommendations to supervisor for improvements.
  • Assists with writing specifications for items to be purchased or repaired, when requested.
  • Confers with building principals on matters which are common for both the school and the maintenance department.
  • Conducts employee safety meetings as well as Professional Development topics and meetings.
  • Assists with implementing maintenance related policies adopted by the Board of Education.
  • Assists with developing long and short-range maintenance plans/programs (e.g. emergency response plans, energy management plans, facility assessments, etc.) for the purpose of ensuring that district resources are effectively utilized.
  • Assists with directing projects (e.g., site repairs, preventive maintenance, etc.) for the purpose of ensuring completion within established time frames, project design and budget.
  • Assists with inspecting repair work, projects, equipment, work orders, daily maintenance, and supplies for the purpose of ensuring that jobs are completed efficiently; specifications for major capital improvements are within local/state/federal regulations; and approving inspection reports and payment requests.
  • All other duties assigned by Director of Maintenance or CFO.
  • Must be on call after hours, weekends, and holidays to assist with emergencies.

Marginal Functions:
  • Conduct monthly Lead meetings to give and receive information relative to departmental/district workings.
  • Must attend classes for IAQ (Indoor Air Quality) issues.

Physical/Visual Activities or Demands: Physical/visual activities or demands that are commonly associated with the performance of the functions of this job.
  • Walking, sitting, climbing, stooping or crouching, kneeling, crawling, reaching, pushing, grasping, talking, hearing.
  • Normal attention: with clarity of vision at 20 inches or less as well as 20 feet or more, depth perception, ability to adjust eye to bring object into sharp focus, ability to ID and distinguish colors, and a field of vision that can be seen up and down or right to left while fixed on point, all required.
  • Moderate physical demand with regular lifting of very light to light (1 to 25 lbs.) items and occasional lifting of heavy items (60 lbs. and over) with mechanical assistance.

Environmental/Atmospheric Conditions: Environmental and atmospheric conditions commonly associated with the performance of the functions of this job.
Subject to both inside and outside working conditions with some exposure to a variety of physical hazards such as proximity to moving mechanical parts, electrical current, and working on scaffolding in high places. Travel between buildings required.
POSITION QUALIFICATION REQUIREMENTS
Education: Knowledge of specialized/technical fields such as fundamentals of electricity, HVAC, building construction and utilities, building maintenance, involving thorough skills knowledge plus the application of basic theory. Basic knowledge of arithmetic, spelling, English, and grammar, accuracy in checking, posting, proofreading, and counting; requires basic skills for following procedures and utilizing applicable materials and equipment. A high school diploma plus additional broad specialized training and a minimum of five years’ experience in related areas is required. An Associates or Bachelor’s degree in a related field is preferred.
Experience: Preferred requirement of a minimum of three years of management and/or supervisory experience in maintenance and operations or related field, which includes providing grounds, maintenance, security and/or construction planning of buildings, preferably in a multi-site organization, such as schools and/or office buildings, including experience in purchasing, contract and bidding procedures. Experience managing/administering maintenance operations in a PreK-12 school environment preferred.
Skills and Abilities which may be representative but not all inclusive of those commonly associated with this position:
  • Apply commonsense understanding to carry out instructions furnished in written, oral, or diagrammatic form. Deal with problems involving several concrete variables in or from standardized situations.
  • Add, subtract, multiply, and divide all units of measure. Perform the operations with like common and decimal fractions. Compute ratio, rate, and percent.
  • Perform reading, writing, and speaking at an intermediate level.
  • Must have knowledge of budget preparation, computer programming and effective supervision methods.
  • Must have the ability and personality to work with colleagues, parents, and other individuals, community groups and organizations; must demonstrate positive, effective “people skills”.

Machines, Tools, Equipment and Work Aids which may be representative but not all inclusive of those commonly associated with this position:
Computer and related software, copy and fax machine, various maintenance tools and equipment.
