Position Overview


In support of the Air Force Installation and Mission Support Center Resource Management Directorate (AFIMSC/RM), this position will provide budget execution, financial management, and decision support. This position will advise and assist AFIMSC/RM with the financial management and successful execution of their funding portfolio for operating programs within the AFCEC mission area as well as assist with the full spectrum of funds execution and decision support including document preparation, obligation analysis, and trend analysis


Job Responsibilities


  • Support accounting reporting and functions and data calls such as the Dormant Account Review Quarterly (DAR-Q), Monthly MORDs, Dormant Obligation/Unliquidated obligations (ULO), and Open Commitments, and Control Summary Record (CSR) Management.
  • Support integration of budget execution efforts as the AFIMSC/RM and AFIMSC evolve.
  • Draft financial documents and track them through expenditure of fund including Purchase Requests (PR), Military Interdepartmental Purchase Requests (MIPR), contracts, Miscellaneous Obligation Document Record (MORDs), Journal Vouchers (JV) and other related financial documents.
  • Coordinate routine and periodic AFIMSC/RM reporting requirements such as Weekly Activity Reports (WAR), Key Process Indicators (KPI's) and other metrics.
  • Monitor issuance, execution and tracking AFCEC programs funds including but not limited to Facilities, Sustainment, Restoration and Modernization (FSRM), RDTE, Procurement, MILCON and non-Air Force customer support.
  • Track financial data, provided by AFIMSC civilian personnel, and support management in the preparation of reports/slides utilized for recurring AFIMSC and AFCEC meetings and quarterly Group, Board and Council meetings.
  • Provide administrative support for AFCEC budget and execution activities, which are projected to be $500M in annual O&M funds as well as another $54M in other appropriations.
  • Consolidate financial data and UFR's, provide AFCEC program directorates, and support AFIMSC/RM personnel by developing a financial report to assist management in overseeing AFCEC's financial portfolio.
  • Track financial data and provide updates as required including reimbursable external customer funding.
  • Support internal tracking of multiple legal limitations associated with various funding appropriations (Travel, Contract, Budget Activities, Sub Activity Groups, Appropriations, etc.).
  • Review information in the integrated internal AFIMSC databases and provide reports/slides to support AFIMSC/RM staff in verifying/updating execution plan data, spend plan data, unfunded requirements (UFR) analysis, 80/20 obligation mandates & end of year reporting requirements.
  • Validate documents and approve for commitment in official accounting system.


Qualifications


Required Qualifications:


  • Active Secret Clearance
  • Must possess between 3-10 years of experience in DOD financial management that directly relates to the PWS requirements with a BA/BS or MA/MS degree in a business-related field such as Finance, Accounting, or Business Management.
  • Must be able to perform duties and functions independently.


Preferred Qualifications


  • Knowledge of USAF ADP Systems including CRIS, DEAMS, FM Suite, DTS, BQ/GAFS-R, MOCAS, PIEE and/or ACES-PM and RP.
  • Expertise with interagency/external relationships (Air Force, MAJCOM, SAF, HAF, Installations, and the Defense Finance and Accounting System (DFAS)
