General Description
This is responsible technical and administrative work assisting the Zoning Enforcement (ZEO) and Blight Control/Housing Code Enforcement Officers with enforcement of zoning regulations, blight and property maintenance codes to ensure compliance with the minimum standards for health, safety and public welfare. Duties include assisting the public to ensure completeness of zoning permit applications and providing information relative to appeal processes, receiving and triaging zoning and blight/property maintenance code complaints and coordinating enforcement inspections with code enforcement officials, reviewing zoning permit applications for completeness and prepping them for issuance by the ZEO, performing field inspections, and providing enforcement recommendations to the respective officials and providing administrative support of enforcement actions. Duties & Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES
Assists with the review of zoning permit and variance applications for compliance with municipal zoning regulations.
Investigates blight and zoning complaints and documents for follow-up by respective official.
Assists in the inspection of properties for compliance with zoning and blight codes.
Compiles evidence and documentation of zoning and blight violations for potential legal action by the respective officials.
Assists with providing information on zoning and blight/property maintenance code ordinances to municipal officials and the public, and provides procedural information to individuals contemplating appeals.
Provides staff support including file maintenance and assisting with preparation and publication of notices of violations, reports, statistical documents, legal notices, etc.
Helps to maintains zoning and other files related to blight and zoning enforcement.
Undertakes other duties as assigned by the Director of Planning and Community Development or his/her designee deemed related to the position. Qualifications
A high school graduate plus two years of construction or zoning inspection, property maintenance, real estate, or any combination or training and experience which provides a demonstrated ability to perform the duties of the position. Must have a valid Driver's License.
SPECIAL REQUIREMENTS: Must receive Zoning Enforcement Technician certification from the Connecticut Association of Zoning Enforcement Officials (CAZEO) within two years of appointment to this position. Knowledge, Skills and Abilities

Work is performed both in an office setting, outdoors, and at inspection site locations. Field work is required in the inspection of sites. Hand-eye coordination is necessary to operate various pieces of office equipment. While performing the duties of this job, the employee is frequently required to stand, walk, use hands to finger, handle, feel or operate objects, tools or controls, and reach with hands and arms. The employee is occasionally required to sit, climb, or balance, stoop, kneel, crouch, crawl, talk or hear. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required for this job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. The employee must be able to read and interpret documents such as codes, regulations and ordinances, and write routine reports and correspondence. The position requires the ability to present information in one-on-one and small group situations and to apply common sense understanding and deal with problems involving few concrete variables in standardized situations. In order to be considered, applicants must demonstrate on their application they meet the minimum qualifications as stated in the job announcement.
You must reside within the State of Connecticut, 60 miles from Norwich within one year of appointment.
