DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Assists in managing and directing the overall operation, activities, and personnel of a section within the Street Maintenance and Bridge section of the Transportation and Drainage Operations (TDO).
Enacts policies originating from the Mayor or department administrators; develops, maintains, and interprets policy, ensuring consistent application.
Plan, organizes, directs, and reviews operations, facilities, and personnel.
Works cooperatively and coordinates activities with other sections, service lines and departments.
Reviews and critiques methods and procedures regularly to maintain and improve efficient operations; evaluates individual and group performance; makes needed improvements. Maintains current knowledge of technological and legislative changes, which affect activities and initiates actions, made necessary by such changes.
Implements and participates in modifying emergency preparedness plan.
Gives personnel attention to emergency or special problems; responds to complaints or inquiries from the public, City officials or outside agencies.
Forecasts future program needs and identifies scope and budget.
Conducts periodic review of expenditures and recommends program or budget adjustments are required.
Oversees preparation of purchase orders, performs research to determine specifications and discusses needs with vendors.
Assists in the preparation of annual operating budget requests.
Presents information concerning the Houston Public Works to interested citizens' groups on an as requested basis.
Reviews hiring recommendations and job performance evaluations for consistency and compliance with City policy and procedures, AA/EEO goal implementation, effective counseling, and career development training for personnel.
Supervises the preparation of budget estimates; plans personnel allotments and maintains budget control over personnel, equipment, and materials.
Develop, maintain, update Standard of Operations (SOP) for each mission critical service and training certification program under respective responsibility areas
WORKING CONDITIONS
This position is mostly physically comfortable; the individual has discretion about walking, standing, etc. There are occasions where the individual will have routine exposures to significant levels of heat, cold, moisture and air pollution. The position may involve periodic exposure to chemical substances and physical trauma of a minor nature such as cuts, bruises, and minor burns. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditioning. Requires the ability to make simple gross motor response within large tolerances.
This is a Department of Houston Public Works Emergency Management position at the Tier I Level.
MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires the ability and knowledge for analysis and interpretation of procedures, policies and practices attainable through specific education and/or training programs in a specialty or technical field. Requires advanced vocational or electronic skills or a basic knowledge of a professional field. An Associate's degree or certification/licensing in a technical specialty program of over 18 months and up to 3 years duration are characteristic of this level.

EXPERIENCE REQUIREMENTS

Six years of experience closely related to the activities of the branch or division are required.

LICENSE REQUIREMENTS
Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving. (A.P. 2-2).
