AECOM
is seeking an Assistant Environmental Services Manager to be based in Oakland, CA.

JOB SUMMARY:

This individual shall support the California High-Speed Rail's (HSR) Director of Environmental Services with the delivery of environmental technical support to the overall HSR project, including delivery of CEQA/NEPA clearances, development and execution of permitting strategies, management of the client's NEPA Assignment, completion of environmental commitments, and environmental compliance for construction packages. The individual will oversee various functions being carried out by the team across multiple segments of the Environmental Services group. Successful candidates will be able to balance multiple competing priorities, manage and delegate tasks across the team, and provide strategic guidance to the client. The Assistant Environmental Services Manager shall have strong expertise in strategy related to the delivery of complex CEQA/NEPA documentation, management of teams, public comment processes, and progression of documents from the Draft to the Record of Decision. The individual will also oversee teams handling State and federal permits for the Clean Water Act, Endangered Species Act, Coastal Zone, Bureau of Land Management Right-of-Way Grants, U.S. Forest Service, California Fish and Game Code, and Flood Control under Section 408 and Central Valley Flood Protection Board. This individual shall have at least 15 years of experience in environmental services on infrastructure projects of similar size, scope, and complexity, preferably in California.

JOB RESPONSIBILITIES:

  • Oversee the Development and Integration of a GIS-based Compliance system. The system will integrate mitigation monitoring requirements (MMRs), Permit conditions, and other requirements into a master database with secure access. The system will provide real-time updates and report to the authority. The system will need to integrate with existing client data systems.
  • Establish/Maintain Funding Agreements: The client has/will provide funding agreements with key resource agencies to fund dedicated staff. (USACE, USFS, USFWS, CDFW, etc.)
  • Task-List/Priorities: Work with the client to develop task and priority lists for consulting firms.
  • Manage Interactions with Resource Agencies:
    • Establish/Maintain Funding Agreements: The client has/will provide funding agreements with key resource agencies to fund dedicated staff. (USACE, USFS, USFWS, CDFW, etc.)
    • All Agency Meeting (Monthly): This is a monthly meeting providing a general program update to resource agencies and primary stakeholders in the project. Updates include the status of CEQA and NEPA documents, and permitting status. Separate meetings may be held on a regional basis (North vs South).
    • Agency-Specific Meetings (Weekly/Monthly): Coordination will be needed with specific resource agencies these meetings may be on a weekly or monthly basis, depending on the resource agency.
  • Advises client executives on strategic matters to ensure timely and effective decision-making in relation to CEQA/NEPA clearance, permitting, and construction compliance matters
  • All Agency Meeting (Monthly): This is a monthly meeting providing a general program update to resource agencies and primary stakeholders in the project. Updates include the status of CEQA and NEPA documents, and permitting status. Separate meetings may be held on a regional basis (North vs South).
  • Compliance Management:

  • Responsible for assisting the Director of Environmental Services with the development and procurement of environmental mitigation services including but not limited to, aquatic and wildlife habitat
  • Manage/Coordinate Subcontract Team: The client presently maintains contracts with environmental consultants throughout the state. These consultants provide planning documents, studies, permitting support documents, etc. Key management tasks include:
    • Task-List/Priorities: Work with the client to develop task and priority lists for consulting firms.
    • Schedules: Develop and maintain schedules for key tasks.
    • Status/Reporting: Provide the client with regular (weekly/monthly) status updates on consultant performance.


Qualifications


MINIMUM REQUIREMENTS:

  • BA/BS + 8 years of relevant experience or demonstrated equivalency of experience and/or education

PREFERRED QUALIFICATIONS:

  • Bachelor's Degree in Environmental Planning or a closely related field
  • Able to demonstrate a high level of organizational ability, capable of pivoting and re-prioritizing to meet changing program needs and deadlines.
  • Advanced understanding of their professional discipline.
  • Experience in senior environmental management roles in major projects or programs.
  • Extensive experience working with a wide range of regulatory agencies.
  • 15 years of experience in environmental compliance on infrastructure projects of similar size, scope, and complexity, preferably in California
  • Ability to analyze and inspire innovative solutions to complex challenges.
  • Strong expertise in delivering complex CEQA/NEPA documents for transportation projects, particularly rail projects.
