Job Description
Title: Acquisition Specialist Location: Hybrid, Washington, DC Key responsibilities: Provide advice, support and recommendations for all program management matters in the acquisition process to include developing and updating templates, systems, policies, procedures, analyzing issues, strategies and creating standard operating procedures. Preparation of a wide variety of acquisition documents to include determinations and findings, small business analyses, justification and approvals, acquisition plans, pre-negotiation and negotiation memoranda, past performance reference checks, EEO clearances, Service Contract Labor Standard wage determinations, subcontracting plans, purchase orders, awards, modifications, option exercises, notations/name changes, etc.) Establish collaborative working relationships with program and procurement and contracting personnel in the development of acquisition plans and strategies, negotiations, evaluation, and quality assurance processes and other acquisition support. Guide development of acquisition strategies, planning, requirements development, market research, proposal evaluation processes, deployment of acquired requirements and closeout. Identify and analyze possible strategic sourcing or category management opportunities with the agency. Assist with the development of acquisition strategy, source selection plans, evaluation criteria, evaluation teams, executing the evaluation process and drafting source selection decision memorandums. Develop requirements packages including statements of work, cost estimates, quality assurance surveillance plans, market research reports and other project requirements documents, as needed. Develop award documents and oversee project and contract administration through to close out in support of the customer. Schedule, track, and measure assigned program/projects' costs, schedule, performance, risks, goals, and overall execution. Identify, solve, implement, or recommend solutions to workflow or process barriers. Plan and prepare requirement renewals, higher headquarters level approval briefings, and maintain all associated program/project files/knowledge management tools and templates Assess monthly, quarterly, annual accomplishment of project goals and prepare presentation of briefings and monthly reports. Perform or assist with scheduling, quality assurance, and deliverable reviews. Draft or assist with contractor performance assessments and modification documents. Ensure responsiveness in bid documents Assist in the evaluation of technical and price proposals/quotes Arrange and participate in oral presentations Perform a wide variety of contract administration to include contract filing, preparation of kick-off meeting slides, documentation of contact records, etc. Review of invoices and deliverables to ensure compliance with contract requirements Keep contract files current, accurate and complete Input contract actions into customer's contract writing system Protect procurement records and source selection information Perform other acquisition duties as assigned Required skills and experience: Requires at least six years of acquisition experience with a bachelor's degree (the degree may be substituted with an additional 8 years of experience for a total of 14 years' experience without a degree) Requires one year of direct experience with awarding FAR Part 8.4 Federal Supply Schedule, Multiple Award Schedule (MAS) contracts Ability to work quickly and independently with excellent analytical ability Understand the government funding and budget process and subsequent administration Experience with Federal Government contracting, particularly pre-award and award functions, and GovCon Schedule purchases Excellent acquisition knowledge and abilities A firm grasp of the Federal Acquisition Regulation (FAR) and agency supplemental Excellent communication skills, both orally and written, and customer service skills Ability to work with government officials to develop support for acquisition positions, solve problems, and resolve conflict Ability to rapidly integrate into a multi-disciplined team composed of government and contract support staff Proficient in MSWord, Excel, PowerPoint, and Google Suite tools Proficient in contract writing systems (like, Unison's PRISM and/or Appian's EASi) U.S. Citizenship Ability to obtain and maintain a Public Trust Professional skills: Excellent verbal, interpersonal and written communication skills. Strong analytical, problem-solving, and decision-making capabilities. Team player with the ability to work in a fast-paced environment. Demonstrated outstanding level of professionalism in providing client support, including ability to exercise good judgment, discretion, tact, and diplomacy. Sound business ethics, including the protection of proprietary and confidential information. Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team. Ability to work with all levels of internal staff, as well as outside clients and vendors.
