Job Description
Cornell Cooperative Extension Association of Monroe County (CCE Monroe) has an opportunity for a part time 4-H Youth Development Program Coordinator.
The Youth Development Program Coordinator provides coordination and support to the 4-H Youth Development program. Program responsibilities include coordination of activities and events, 4-H database management/year-end reporting, 4-H enrollment and reporting process, 4-H Youth Development Club organization and support; provide administrative assistance in the recruitment of new clubs, members and groups; and serving as an accessible resource to program volunteers including assisting in providing orientation and ongoing support and follow-up, to ensure initial and continued 4-H Youth Development program and club success. The coordinator will also provide administrative assistance for the overall Association, as needed.

REQUIRED QUALIFICATIONS:
  • Experience relevant to the role of the position.
  • Detail-oriented with ability to follow procedures and written instructions.
  • Proficiency with windows-based software including use of the internet and Microsoft Office Suite including Outlook, Word, PowerPoint, Publisher, and Excel.
  • Ability and willingness to work with diverse audiences and maintain cultural sensitivity.
  • Ability to communicate effectively through verbal, written and visual channels using traditional methods and educational tools, as well as electronic technology (e.g., video, audio, computers, etc.).
  • Ability to work in a typical office environment which may include lifting, moving, and/or transporting office supplies, work related materials, and equipment with or without accommodation.   • Associate’s or Equivalent Education. (GED/High School Diploma with one-year transferrable program/functional experience may substitute).
PREFERRED QUALIFICATIONS:
  • Two years’ experience relevant to the role of the position.
  • Experience with Cooperative Extension or other similar educational organizations.
  • Experience in guiding and collaborating with volunteers.
  • Ability to organize, implement, and teach informal educational programs.
  • Ability to clearly communicate (speak, read, and write proficiently) in Spanish.
  • Ability to identify and utilize program resources from the organization and the community.
ESSENTIAL FUNCTIONS:
Program Delivery - 10%
  • Represent CCE before the public, community leaders, government officials, Cornell, or other land grant universities in a professional manner as part of program delivery.
  • Serve as subject matter resource, utilizing established program resources and materials, to provide information and resources to program participants.
  • Interact with program participants, parents, and volunteers representing CCE in a professional manner at all times. Presents as a positive role model for youth participants in all program activities and programs.
  • Foster acceptance of program, methods, and policies to address community and individual needs and consider diverse audiences through frequent contact with program participants, parents, and volunteers.
  • Deliver high quality educational programs utilizing established resources and materials to address identified programming priorities.
  • Utilize a variety of educational methods which may include direct teaching, group experiences, media, newsletters, electronic technology, internet, and distance learning to deliver program.
Administrative Direction - 5%
  • Assist Supervisor with planning and strategy development to strengthen and improve programs, as necessary.
  • Assist with development of marketing strategies, public affairs, and special events to reach target audiences and meet program objectives.
  • Working under the established guidelines, develop and enhance relationships with appropriate volunteers, agencies, organizations, industries, and community leaders to promote the 4-H program and to recruit new volunteer leaders.
  • May assist with financial direction of program to include planning for program expenses and budgets as well as financial resources for program continuance and enhancement.
  • Assist Supervisor with limited-complexity administrative tasks in the planning of educational programs.
  • Assist in identifying community and fiscal resources for program continuance and enhancement.
  • Assist Supervisor with planning 4-H Leader organizational meetings and leader trainings for new and or experienced leaders.
Administrative Management - 5%
  • Ensure volunteer direction and management procedures are followed according to established policies and procedures (VIP) by providing guidance, leadership and resources for volunteers and volunteer leaders including recruitment, screening, orientation, training, evaluation, and management.
  • Assist in identifying ways to reduce costs and maximize existing resources within the program and Association.
  • Assist with effectively managing program budget allocations.
  • Assist with identifying, anticipating, recommending, and planning for program needs/supplies.
  • Identify, manage, and enhance and engage networks of volunteers and volunteer leaders.
  • Assist with solving problems and resolving conflicts that arise within the program utilizing appropriate policies and procedures and with supervisor guidance as needed.
  • Assist with recruitment activities for new 4-H Youth Development volunteers.
Administrative Coordination/Operation - 75%
  • Collaborate with administrative staff to provide general office and reception support as necessary/required.
  • Coordinate promotion and marketing of 4-H Youth Development and volunteer recruitment efforts through public relation initiatives and networking/collaborating with government, economic, educational, and other organizations.
  • Maintain confidentiality of all information and data collected.
  • Cover reception desk and serve as backup when Sr. Administrative Assistant/Office Coordinator is on break, lunch, vacation, etc. as necessary.
  • Assist and coordinate communication with participants and the public through newsletters, emails, phone messages, and social media.
  • Prepare and maintain a 4-H Newsletter and maintain the 4-H pages of the CCE website. Send out household mailings/emails as needed.
  • Coordinate ongoing club management tasks such as, but not limited to, club chartering, re-enrollment, and ongoing leader training and recruitment. A strong emphasis should be placed on reaching out to embrace the diversity of our community.
  • Accurately collect, prepare, and maintain paperwork, participant files and database as required by supervisor, Association, and funding source requirements.
  • Effectively maintain existing professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued programming efforts.
  • Identify operational problems, issues, concerns, and possible solutions. Under guidance from supervisor, take appropriate corrective action.
  • Carry out primary responsibilities for 4-H data management, which encompasses inputting member, volunteer and program delivery information and providing printouts, updates, and deliver accurate year-end information as requested for state and federal reporting.
  • Coordinate program improvement initiatives when the Supervisor and/or Educators make program delivery changes.
  • Coordinate administrative tasks related to 4-HYouth Development events. Under guidance of Supervisor, assist in coordinating and supporting programs and events. Provide support and coordination for/with 4-H volunteer leaders.
  • Operate basic office equipment including copiers, computers, calculators, postage meters; and other office equipment deemed, as necessary. Trouble-shoot minor problems and/or may call for more complete repairs.
  • Handle cash receipts/book according to established procedures. Make bank deposits for Association, as needed.
  • Coordinate registration, set-up, prepare resources, for special projects including but not limited to the 4-H Fairs, Award Trips, Achievement Night, Auction, county-wide programs, and other extension association activities as assigned. This may include physically setting up the program space or assisting with the same.
  • Act as first point of contact for 4-H Youth Development volunteers within the County.
  • Assist with the coordination, inventory, organization and preparation of materials, equipment, reference materials, etc. for a variety of 4-H Youth Development and other extension association activities as assigned.
  • Apply existing subject matter knowledge to compile and maintain teaching materials.
  • Prepare and submit accurate expense reports, mileage reports, receipts/supporting documentation, and/or vouchers in a timely manner per established policy and procedures.
  • This position may require the transport of self, participants, and/or program materials/resources in performing position responsibilities.
  • Provide support and coordination for various County and State Fair activities including enlistment of judges, scheduling of animal shows, staffing and coordination of volunteers for designated shows, programs, and events.
  • Maintain communication with constituents and the community through variety of methods such as contributing educational articles to program newsletters, media releases, bulk mailings, social media accounts, media interviews, website postings to increase program visibility and to address issues.
  • Participate in team decision-making activities.
  • Serve as Association contact for event coordination/meeting room reservations.
  • Assist with program evaluation to include collecting evaluation and needs assessment data from program participants based on existing evaluation framework and guidelines.
  • Compile and promote the use of 4-H project materials for 4-H Clubs and volunteer leaders.
  • Provide data and information in a timely manner to assist with preparation of reports, impact statements, and success stories on program progress and accomplishments for funders, advisory committees, Board, and others, as necessary.
Professional Improvement and Other Duties as Assigned - 5%
  • Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Cooperative Extension programs and other duties as assigned.
  • Maintain regular and predictable attendance and punctuality.
  • Carry out assignments and other duties as assigned by supervisor, including but not limited to local fairs, community activities, etc.
  • Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.

  • In cooperation with the Supervisor, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes in programming and association priorities.
