The Executive Office of Health & Human Services (EOHHS) is seeking for a Transportation Coordinator for the Human Service Transportation Department. The Transportation Coordinator will work with providers and contracted entities to ensure that the services provided improve the health outcome of eligible members and result in cost-efficiency and improved access to care. They will also ensure that providers and contracted entities develop and implement transportation operations performance measurements and initiatives that align with applicable federal and state rules and regulations and MassHealth’s program regulations and goals. In performing these responsibilities, the Transportation Coordinator will collaborate with the other units, internal and external staff, the Ambulance Association, and other stakeholders as appropriate to achieve the objectives of HST.
The Transportation Coordinator will work with the Director of the Human Service Transportation Office and other program managers to set the overall direction and oversight for Transportation Programs; maintains liaison with Statewide Transportation Brokers who manage the delivery of transportation services to six Health and Human Service Agencies including MassHealth, Department of Developmental Disabilities, Department of Public Health, Department of Mental Health, Massachusetts Rehabilitation Commission, and the Massachusetts Commission for the Blind; coordinate with other program managers to ensure implementation of regulations and policy changes that are in line with the overall HST goal of providing access to high-quality health care.
The Transportation Coordinator will assist in the coordination of the daily operation of transportation services in accordance with all federal, state, and HST regulations, policies, and procedures for the safe and efficient delivery of non-emergency medical and day habilitation transportation.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Maintain and update the HST website as needed
- Participate in weekly meetings with an established vendor to resolve outstanding issues and complete defined initiatives.
- Assist with implementation of TNC (Uber and Lyft) transportation providers into the HST Brokerage model.
- Analyze incident reports daily to determine the need for further investigation while maintaining strict consumer confidentiality.
- Provide Broker oversight to ensure that appropriate transportation services are provided as ordered and in accordance with Service Provider Performance Standards and Broker responsibilities established by the HST Office.
- Acts as a liaison between the HST office and various private, local, state, and federal agencies in order to exchange information and resolve problems.
- Participate in internal program integrity reviews and audits.
- Develop, implement and oversee policies and procedures relating to quality initiatives of the Transportation Programs in coordination with the HST’s overall goal.
- Coordination with DDS and the Disabled Persons Protection Commission’s (DPPC) investigations and corrective actions.
- Facilitate meetings with transportation advocates such as the Boston Center for Independent Living and other Independent Living centers in person and virtually
- Intake and review of escalated issues and complaints from both internal and external stakeholders to identify and recommend policy improvements when consumer safety or quality of service issues are reported.
- Investigations of critical and non-critical incidents.
- Consumer complaint collection and resolution for MassHealth Demand Response and Non-Emergency Ambulance transportation.
Required Qualification
- At least 4 years of full-time, or equivalent part-time, experience in investigatory, law enforcement, or regulatory administration work in a contract compliance or transportation environment.
Preferred Qualifications:
- Prior experience with advocacy work in the public or private sector.
- Ability to communicate effectively, both orally and in concise writing.
- Experience with quality assurance and improvement initiatives.
- Ability to prepare general and analytic reports which include visually interpreting data in graphic form.
- Knowledge and experience with transportation technology and use of transportation network companies (Uber and Lyft).
- Ability to communicate recommendations to upper management and transportation providers.
- Experience using investigative techniques to obtain information through examination of documents, questioning, and observing individuals and procedures.
- Experience with website design and maintenance.
- Excellent analytical, interpersonal, project management, negotiation and leadership skills.
- Demonstrated proficiency and knowledge of Zoom and Microsoft teams for virtual meetings.
- Knowledge of laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing the Human Service Transportation office.
- Understand the impact of policy decisions on risk.
- Willingness to learn new systems to help assist department and members.
- Familiarity with government compliance programming, contracting, and/or procurement.
- Familiarity with Cognos or Medicaid Management Information System (MMIS) a plus.
Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s license or the equivalent from another state may be required.
