Job Description
Major Functions

Responsible traffic operator who works with traffic signal maintenance staff and operates the county-wide traffic signal system.

Illustrative Duties

(NOTE: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.)
  • Performs other duties as assigned.
  • Coordinates with utility owners regarding conflicts and new power request for traffic signal devices.
  • Develops plans for future hardware/software needs for signal/ITS operations.
  • Develops design and implementation of ITS components.
  • Maintains fiber network throughout County.
  • Coordinates with Consultants/ FDOT on Corridor Re-timing studies.
  • Maintain and monitor county-wide signal timing database for isolated signals.
  • Performs field visits to collect data on existing conditions.
  • Manages the inventories, work orders, and repair logs.
  • Integrates new technologies with existing systems to resolve compatibility problems.
  • Reviews Signalization Plans and Signing & Pavement Markings Plans prepared by County, FDOT and others.
  • Attends meetings representing Traffic Engineering regarding ITS Systems management and Traffic Incident Management.
  • Works directly with the Traffic Engineer, Civil Engineer III and Florida DOT on timing, phasing and modifications of traffic signal and signal systems.
  • Supervises and directs the day to day maintenance and operations of computerized traffic control system, communication network and video monitoring equipment.
  • Coordinates work, installation, maintenance and repair performed by traffic signal and network management personal.
  • Assists with complaints/requests from public regarding signal timings.
  • Operates centralized signal operation software: Centracs System and Centracs Edaptive Traffic Adaptive Systems.
  • Provides technical input for division projects, budgets and purchasing requirements. Ensures that equipment and materials are available.
  • Provides training and instructs the crews as to the latest Federal, State, and local standards and specifications.
  • Coordinates special event traffic signal operations and timing plans.

Minimum Requirements

Must possess valid Florida Driver's license and a current Intermediate Level certification for Maintenance of Traffic from FDOT.
SIGNALS
Graduation from high school or possession of a GED, and five (5) years of experience in Traffic Engineering, including traffic signal and repair.
Must possess a current I.M.S.A. certification for Traffic Signal Field Electrician Level II, Traffic Signal Technician Level III and a Traffic Signals Inspector.
Network management and/or fiber optic certifications and experience preferred.
A comparable amount of education, training or experience may be substituted for the minimum qualifications.

Knowledge, Skills & Abilities

  • Knowledge of traffic engineering practices and principles. Knowledge of traffic signals, traffic signing and pavement marking standards. Familiarity with the Manual on Uniform Traffic Control Devices.
  • Knowledge of traffic signal telecommunications systems.
  • Knowledge of traffic signal operations for timing, phasing, and modifications of signals and signal systems.
  • Able to communicate well, both orally and in writing.
  • Able to use office computer and associated software (eg. Word, excel, etc.)
  • Knowledge and ability to operate a computerized traffic control system and implement and operate a coordinated signal system safely and effectively.
  • Able to coordinate supervisors engaged in traffic signal work, traffic sign and pavement marking work. Able to communicate well, both orally and in writing.
  • Able to investigate complaints and make recommendations to resolve problems if they exist.

ADA REQUIREMENTS
Physical Demands: Light to medium work. Ability to lift and carry 50 lbs, push, pull, walk, reach overhead, stand, crawl, handle, crouch, climb, finger, balance, kneel, talk, see color vision, hear.
Environmental Demands: Both inside and outside work. Exposure to inclement weather including heat, humidity, cold, rain. Ability to tolerate wind, dust, fumes, nose, vibration and odors.
Mental Demands: Ability to read and comprehend technical and professional manuals, journals, and abstracts; instructions, memos, correspondence, legal documents. Ability to perform basic and shop math. Ability to perform basic computer programming. Ability to write letters, summaries, reports relaying information, details, ideas and instructions to layman. Ability to speak clearly and concisely to explain technical ideas, procedures, and instructions to layman. Ability to analyze data and develop conclusions. Ability to identify and resolve problems.
