NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Treasury and Payment Services Division has over 500 staff and oversees the agency’s management of the City’s cash balances and its relationships with banking institutions. The division is responsible for the oversight of all City payment websites, the payment processing of tax returns, property recording forms, parking violation programs, and the collection of delinquent accounts. Treasury and Payment Services is also responsible for collecting outstanding violations issued by City agencies and adjudicated by the Environmental Control Board.
Adjudications is responsible for conducting hearings on all parking and camera violations issued in NYC. It hosts in-person hearings in Department of Finance business centers in all five boroughs and also conducts and hearings by mail and web.
The NYC Department of Finance, Adjudications Division, is seeking a dynamic, self-motivated individual to serve as the Systems Administrator. The position reports directly to the Chief Administrative Law Judge (CALJ) and is the sole point person for developing test plans, creating test cases, working with FIT to prepare test data, executing test plans, documenting test results, and for any technical issues related to the HBM/HBW, CAU, Appeals, OBD, and Camera Violations process. Responsibilities include:
  • Providing test planning and execution estimates for major and minor enhancements.
  • Working with business users and technical teams external and internal to ensure comprehensive test strategies.
  • Conducting and/or participating in all levels of application testing, ranging from integration, system, and performance testing to Operational Readiness Testing (ORT)
  • Reviewing test cases with both the test team and the project team.
  • Publishing test results and building metrics for management.
  • Developing and maintaining a repository of various test case suites.
  • Supporting project initiatives, including identifying and analyzing preliminary business needs, budget considerations, time and resources estimates, defining the project scope and objectives,
  • Developing a resolution plan for each enhancement and defect.
  • Collaborating with stakeholders to prioritize enhancements and defects.
and getting business user sign-off.
  • Assisting in the training process of approximately twenty (20) Adjudication systems and conducts all training for Management, Clerical staff, and ALJs regarding remote access.
  • Participating in departmental strategic and budgetary planning processes; preparing and administering contract budgets; providing recommendations on policies and desired goals.
  • Evaluating business objectives that require new systems or enhancements to existing systems; determine feasibility, cost, time required, and compatibility with current systems.
  • Coordinating and actively participating in all stages of project development including research, design, programming, testing and implementation.
  • Overseeing vendor contracts related to information technology.
  • Apprising senior management of project status, issues, and concerns.
  • Managing vendor relationships with Fedcap, NYSID, Vanguard, Verra Mobility, and IPS (NYPD).
  • Producing source documentation, guidance, and metrics on the practice of project management and execution.
  • Attending management meetings and assisting the Chief Administrative Law Judge as needed.

Minimum Qual Requirements

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.

Preferred Skills

  • Experience in project development including research, design, programming, testing, and implementation.
  • Excellent interpersonal skills and ability for independent judgement.
  • Knowledge in NYCSERV, DOT camera violation system, and DOT SIMS.
  • Experience overseeing vendor contracts related to information technology.
  • NYC government experience a plus.
