The Opportunity:
THIS WORK MATTERS!
The Community Mental Health Program (CMHP) within the Behavioral Health Division is a unit made up of programs that serve and support vulnerable individuals and communities in the adult continuum of care. Most services are guided by Oregon Administrative Rule and/or requirements through state contracts and other funding requirements. Services or systems represented in the CMHP include Crisis, Commitment , Residential, Adult Protective Services, Older Adult Behavioral Health, Coordinated Diversion and the Behavioral Health Resource Center, in addition to around 70 contracts with community based providers offering safety net services. This role will act as the primary driver of core elements and operations of the Community Mental Health Program and will support the Associate Director to ensure that opportunities for growth, funding, community engagement and education are seized for this set of highly complex interagency programs through strategic analysis and messaging. They will work with internal and external partners, speak on behalf of the unit to internal and external partners, provide technical assistance, and develop/maintain continuous quality improvement processes to include evaluation and development of processes and workflows for interlinking programs to support the CMHP.
As the Strategic Operations Program Specialist Senior - CMHP other duties will include:
Planning and Development/Operations
  • Lead needs assessment and strategic planning initiatives for CMHP that includes operational evaluation, team structures, development and leadership of project teams; collection, evaluation and analysis of data, report development that links to communication, quality and strategic plans and improvements.
  • Provide oversight and leadership for projects assigned to work the unit, provide project management on interagency or unit projects including the preparation of grant documentation and reporting.
  • Use Smartsheets, Google Suite and other documentation and project management tools, advise senior management on policy and organizational issues to include recommendations for correction or improvement, or when position has taken action on manager’s behalf; track all projects related to unit performance, staffing/recruitment, policy development, equity, intersectionality and racial justice initiatives, significant transitions and monitoring CMHP management involvement, including identifying action items, deadlines and work products.
Continuous Quality Improvement
  • Provide strategic policy and equity analysis to support management and external/community groups or boards, in recommending and implementing policies, guidelines, and procedures.
  • Facilitate process and policy improvement efforts ensuring that processes are clear, sustainable and driven by equity and trauma informed practices; make recommendations and manage implementation of systems for continuous improvement and knowledge sharing.
  • Manage and provide oversight of highly visible issues and needs through benefits/risk analysis, quality improvement evaluation, change management, and strategic planning - either directly or through leadership members and/or project teams.
  • Operate in broad policy areas where standards, management direction, and access to best practices are not readily available; identify problems and formulate solutions independently or through consensus with stakeholders; oversee quality control activities over complex contracts with high levels of funding at risk; analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends and formulate recommendations.
  • Develop communications and processes using CQI tools.
Strategic Messaging
  • Analyze and prepare formal assessments and reports of the unit that demonstrate successes, challenges, needs and commitments to equity and trauma informed care/services that would fold into planning actions, budget preparation, increased coordination of services and public understanding of programs available.
  • Represent the program, division and county at internal and external events, network with community partners to strategically plan for coordinated actions and joint events, serve as subject matter expert on behalf of the Senior Manager and program to advocate and speak for the program and in decision making opportunities.
  • Monitor Senior Manager email and calendar to ensure proactive communication and planning and take action on their behalf as representative of the program and manager.
  • Compile program and contracted provider data and information to develop presentations, talking points, information packets, webpage content, and proactive communication. Develop informational resources and materials; arrange and publicize meetings; schedule speakers; conduct workshops and trainings internally and/or to community groups.

Minimum Qualifications (REQUIRED):
Education: Equivalent to a bachelor's degree from an accredited college or university in behavioral health, public health, policy administration, project management or related field.
Experience: One (1) to four (4) years of experience of project management, continuous quality improvement, behavioral health, public health, policy administration, intercultural/equity/diversity, and/or grant writing. (Equivalency 5-8 years of qualifying training and/or experience).
