Job Description

This position is located at the Department of Health, HIV/AIDS, Hepatitis, STD and TB administration (HAHSTA), Strategic Information Division (SID). The mission of HAHSTA is optimizing health, wellness and lifelong success through innovation for people living with or at risk of HIV, hepatitis, STDs and TB. Activities led by HAHSTA ensure prevention, testing, care, treatment, and support services for people living with or at risk of HIV, STDs, viral hepatitis and TB. The incumbent serves as a statistician and researcher for the SID as part of the Epidemiology team, providing statistical data, scientific guidance, and technical expertise under the supervision of the Chief Epidemiologist.

Major Duties and Responsibilities

The incumbent conducts statistical analysis and provides epidemiological support related to HIV/AIDS, hepatitis, STD, and TB research, planning, monitoring and evaluation processes; conducts research and analysis of behavioral and surveillance data and program utilization data; analyzes data using statistical methods and/or software packages such as SAS, SPSS, or R; and summarizes findings of research and analysis activities in written reports and oral presentations, as needed.

The incumbent develops and maintains cooperative links with researchers at the private, state, and federal level; provides programmatic recommendations on the conceptualization, design, and development of epidemiological methodologies, studies, evaluations, and research; plans, develops and prepares abstracts and reports for presentation or publication; provides analytic support on grant-related activities including data analysis and program evaluations; collaborates on the development, analysis, monitoring and evaluation of epidemiological and data use activities, including disease surveillance, programmatic monitoring and evaluation and research studies on special populations; and leads in the identification of important trends, key findings and high-risk populations to be studied from analysis of data generated from surveillance team through collaboration with partners such as laboratories and other health care facilities and from continual review of current scientific literature.

The incumbent collaborates with the Chief Epidemiologist to determine “Best Practice” models to be used for monitoring and evaluating health outcomes of importance to District residents; collaborates with the epidemiology team, data management team, monitoring and evaluation team and field investigation team in developing concepts, techniques, or systems for program planning and policy formulation; performs critical reviews of manuscripts, to ensure that the study design and statistical analysis is sound; participates at local and national conferences, workshops, and community forums to present epidemiological analyses and findings to the residents of the District of Columbia; Attends trainings, workshops, etc., to enhance personal and professional growth; and performs other related duties as assigned.

Qualifications and Education

Individuals must possess at one (1) years of specialized experience equivalent to at least the next lower grade (12) level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

Degree: that included 15 semester hours in statistics (or in mathematics and statistics,

provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

Combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such a (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.


Based on the duties and responsibilities of this position, a minimum of a Masters degree in public health, statistics, epidemiology, or a related field, or an equivalent combination of education and/or experience in statistical analysis is strongly preferred.

The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.
