The purpose of this position is to lead a team to design, troubleshoot, and optimize the City’s software programs and products, by monitoring applications, resolving issues, and analyzing and implementing applicable trends.
Essential Duties and Responsibilities:
- Applies knowledge of software architecture to manage software development tasks associated with developing, debugging and designing software applications and operating systems and databases according to provided design specifications.
- Ensures appropriate operational planning is effectively executed to meet specifications.
- Manages a team that designs, develops, troubleshoots, and debugs software programs for databases, applications, tools, networks etc.
- Builds enhancements within an existing software architecture and suggests improvements to the architecture.
- Supervises personnel by prioritizing and assigning work, conducting performance evaluations, ensuring adequate staff training, compliance with operation standards and adherence to policies and procedures, maintaining a safe work environment, and making hiring, termination, and disciplinary recommendations.

Job Specifications and Qualifications:
Knowledge:
- Advanced programming
- Software design, debugging, documentation & testing
- Software development fundamentals
- Department and City policies & procedures.
Licensing and Certifications:
- GIS Certification preferred
- Oracle MySQL Certified preferred
- Valid North Carolina Driver’s License.

Working Conditions / Physical Requirements:
- Sedentary Work: Exerting up to 10 pounds occasionally or negligible weights frequently; sitting most of the time.

Required Experience
- Bachelor’s Degree in Computer Science, Information Technology, Software Development, or other related field of study from an accredited college or university, with at least five (5) years of relevant and supervisory experience; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
- Municipal government experience preferred
