We’re looking for a talented application developer to work with our team on developing and maintaining our website and mobile apps. This position is responsible for creating, maintaining, and programming software required to support the sales and marketing initiatives of the Oklahoma Lottery. This position will work with members of the IT and Marketing departments to maintain and improve existing digital offerings.
Tasks and Duties: The principal activities include the following:
  • Ensures website complies with all state accessibility requirements.
  • Maintains and supports web-based applications.
  • Writes technical documentation defining project requirements.
  • Works with IT and Marketing departments to develop web solutions as needed.
  • Creates, implements, and maintains software programs and platforms necessary to carry out sales and marketing initiatives.
  • Implement digital initiatives (web pages, email marketing, etc.) while coordinating with other departments on an as-needed basis.
  • Maintains an understanding of current technologies and programming practices through continued education.
  • Troubleshoots development and production problems across multiple environments and operating platforms.
  • Develops complete applications by coordinating requirements, schedules, and activities.
  • Develops prototypes and architectures for new concepts and technologies.
  • Performs other duties as assigned.
  • Independently researches and troubleshoots challenging application development problems using logical inquiry and reasoning.
Knowledge, Skills and Abilities:
  • Experience with ASP.NET MVC 5/6 (C#/VB.Net)
  • Building and maintaining responsive websites with Bootstrap or similar
  • Web User Interface Design, Multimedia Content Development, Software Debugging, and Written Communication. Experience with IIS and other web server management.
  • Experience with Vue.js or similar
  • Basic knowledge of Internet Information Services (IIS) Web Servers
  • Proficient in HTML5, LESS/SASS, JavaScript
  • Experience with Entity Framework and Domain-Driven Design (DDD)
  • Understanding of object-oriented software design
  • Experience with MSSQL/T-SQL
  • Familiarity with consuming and utilizing RESTful APIs
Preference to applicants with an understanding of:
  • Xamarin iOS/Android/Forms

  • Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Collaborate with the team to ensure applications align with the organization’s goals, as well as customer needs.
  • Strongly detail-oriented with an ability to quickly identify and solve problems
  • Desire to work collaboratively to ensure effective execution of project deadlines.
  • Demonstrates skills in a task-oriented approach and excellent communication skills.
Background Requirements:
Preferred Education and/or Experience:
  • 2-4 years of experience in development of web-based software, components and services using Microsoft .NET and familiarity with other web development technologies.
  • Bachelor’s degree in Computer Science, Computer Engineering, or similar; equivalent combination of training and experience.

Conflict of Interest: All Oklahoma Lottery Commission employees are prohibited from having a financial interest in any vendor doing business or proposing to do business with the Commission.
Background Investigation: A background investigation and credit analysis will be conducted on each applicant who has reached the final selection process prior to employment by the Commission. The results of a background investigation shall be classified as confidential and not subject to an Open Records request.
