NREL is seeking to hire a motivated Site Services Group Manager to lead a team of professionals and specialists to manage functions that support the efficient operation of the laboratory. These functions include shipping, receiving, distribution and logistics, personal property, and related service areas. The ideal candidate will inspire team members to position the Site Services group to successfully manage the exciting growth in people, facilities, and operations NREL is experiencing across its campuses.
The Site Services Group Manager reports to the Site Operations Center Director.
Job responsibilities include:
Management and Teaming
  • Proactively identify and manage potential operational risk areas.
  • Consistently model the group’s customer service standards. Maintain accurate and open communication at all times.
  • Ensure group workforce is adequately trained to safely and effectively execute job responsibilities.
  • Motivate and inspire the Site Services team by delivering a compelling vision and customer service- oriented purpose that supports the Laboratory’s mission.
  • Build strong working relationships and a positive work environment. Ensure the group’s work environment remains consistent with positive and effective teamwork.
  • Establish and communicate clear group goals, objectives, and standards to the entire group, ensure resources are available, and oversee accountability.
  • Oversee management systems and their regular updates, including software solutions, procedures, and other program documents.
  • Meet and exceed customer service expectations and priorities.
  • Lead efforts to cross-train personnel to maximize workforce flexibility.
  • Oversee the group’s budget and financial performance including subcontractor resources, and accurately forecast resource needs.
Operations
  • Ensure group workforce is adequately trained to safely and effectively execute job responsibilities.
  • Conduct audits of operational and management responsibilities including personal property, and develop, recommend, and implement process improvements.
  • Ensure continual accountability of company, government, and contractor property and assets in accordance with regulations and policies.
  • Oversee precious metal inventory, precious metal room operations, and other sensitive and controlled high-risk items.
  • Meet and exceed customer service expectations and priorities.
  • Responsible for ensuring compliance with all related safety regulations including DOT and OSHA.
  • Lead efforts to cross-train personnel to maximize workforce flexibility.
  • Consistently model the group’s customer service standards. Maintain accurate and open communication at all times.
  • Develop, execute, and track group KPIs to evaluate department performance against goals and objectives. Manage implementation plans accordingly, and clearly communicate any course changes.
  • Accountable for the safe and efficient packaging, storage, handling, and transportation of all hazardous materials and waste.
  • Oversee implementation of government personal property regulations. Examples of personal property include laboratory and scientific measurement and test equipment, computers including high-performance computers and associated servers and hardware, office furniture and equipment, tools and equipment for specialty fabricating like 3D printers and machining tools, and GSA property. Successfully implement and manage government property regulations and associated guidance, notably DOE G 580.1-1A Personal Property.
  • Review operations and financial reports, and monitor workflow. Work with line managers to ensure operational issues are resolved quickly.
  • Oversee the group’s budget and financial performance including subcontractor resources, and accurately forecast resource needs.
  • Oversee management systems and their regular updates, including software solutions, procedures, and other program documents.
  • Oversee required inventories of personal property and manage warehouse operations.
  • Proactively identify and manage potential operational risk areas.
Supervisory Responsibilities
  • Oversee the interviewing, on-boarding, and training of employees, the planning of personal and group performance goals and objectives, annual personnel performance evaluations, reward or re-focus employees, and address personnel issues in timely manner.
  • Responsible for the overall direction, coordination, and management of all group personnel and related non-labor resources.
  • Confer with management and HR as necessary to discuss and resolve matters in accordance with company policy.

Basic Qualifications
Degree required in business, engineering or related. Previous management, budget development and/or significant leadership in an individual contributor role required.
  • Must meet educational requirements prior to employment start date.
Additional Required Qualifications
  • Able to make and execute sound business decisions with minimal direction.
  • Very strong people and leadership skills in developing, managing, and motivating people, teams, and departments to optimize performance. Strong potential for leadership development.
  • Demonstrated acumen in dealing with sensitive legal and ethical management issues and practices.
  • Knowledge of shipping and receiving operations and logistics, personal property management and management systems, inventory control, and good understanding of supply chain systems.
  • Proven ability to manage change and conflict, communicate and implement lessons learned, and lead continual improvement efforts.
  • Very strong interpersonal, communication, and presentation skills.
  • Greater than 5 years experience managing personal property, warehouse operations, and related inventories and audits. Experience with DOE G 580.1-1A Personal Property preferred.
  • Strong troubleshooting and problem-solving abilities.
  • Proven experience in promoting a strong safety-first culture, and managing safe operations.
Preferred Qualifications
  • Vehicle fleet management experience, and federal requirements for vehicle-use reporting and new vehicle justifications.
  • Demonstrated creativity in management approaches to develop and direct short and long-term planning.
  • Strong experience in operations, leading cross-functional teams across a multi-site organization.

Annual Salary Range (based on full-time 40 hours per week)
Job Profile: Manager III / Annual Salary Range: $111,600 - $200,900
NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
