Description

Under direction, to lead and conduct professional and technical work involving the gathering, cleaning, analyzing, and reporting of statistical data; to supervise the activities of subordinate statistical, analytical, and administrative professionals engaged in such work; to lead large and complex projects involving interpreting, carrying out and assisting with the compilation, analysis, verification, and presentation of statistical data; lead and supervise the planning, conduct, and implementation of survey sampling; and to interact with stakeholders around interpretations of statistical procedures, results, and theories.

Typical Tasks

The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  • In collaboration with directors, managers, team members, and other leaders, develops and identifies goals, priorities, complex problems, and other conditions of significance that could be informed by application of statistical theories, principles, concepts, and methods;
  • Manages statisticians, demographers, economists, other related staff, and administrative professionals in developing statistical analysis plans to ensure project objectives are achieved based on the goals and objectives of a project;
  • Directs and conducts studies and analyses that are of high or moderate complexity and large in size, requiring statistical approaches such as predictive modeling and machine learning, simulation, and cohort and longitudinal analyses and supervises the activities of statisticians and other analytic staff;
  • Designs and directs the statistical aspects of health, social, and economic surveys to assess the impacts of disasters, recessions, and other conditions of significance countywide and on hard-to-reach and vulnerable populations;
  • Leads the design and development of sampling plans and approaches to understand county problems and enable estimates for hard-to-reach and vulnerable populations;
  • Generates weights and other adjustments for bias reduction, representativeness, and validity;
  • Manages staff who merge datasets and performs data cleaning, editing, and quality control;
  • Manages, leads, and conducts statistical studies, including compilation of data, calculation of statistical measures, presentation of data in tables and graphics; prepares and edits interpretations of results, explaining statistical significance of findings in understandable terms;
  • Devises new methods and procedures for data collection and statistical analysis and establishes standard methods and procedures as appropriate;
  • Consults with executives, administrative, professional, and technical personnel in the development and execution of analytic projects;
  • Selects data sources, statistical methods, and ways to display statistical results with optimum effectiveness, including and accounting for health equity considerations;
  • Trains and provides technical assistance to other statisticians and analytic staff around statistical methods and procedures;
  • Explains, interprets, and performs statistical operations for other agencies when required;
  • Reviews technical and professional literature to identify specific findings, inform design, and select appropriate methodologies;
  • Oversees program and grant budgets, tracks expenses, and makes recommendations on programmatic budgets; develops policies and procedures;
  • Leads development of grant applications, grant management, and reporting;
  • Leads development and maintenance of documentation, workflows, and standardized procedures;
  • Develops and maintains partnerships with colleges and universities, other County of Santa Clara Health System (CSCHS) agencies and departments, community-based organizations, other organizations, and relevant professional associations;
  • Monitors and maintains ethical, privacy, and security issues related to data, including coordination with County Counsel, Compliance, and the County and university Institutional Review Board (IRB) chairs;
  • Coordinates with other staff around surveillance, epidemiology, research, evaluation, performance management, and quality improvement activities;
  • Contributes to publications and presents findings at professional meetings and conferences;
  • Prepares and participates in RFP processes, writes grant proposals, reports, program documentation, policies, procedures, and other written materials;
  • May be assigned as a Disaster Service Worker (DSW), as required*;
  • Performs other related duties, as required.

Employment Standards

Sufficient education, training, and experience to demonstrate the ability to perform the above tasks, plus the possession and direct application of the following knowledge and abilities:


Training and Experience Note
: The required knowledge and abilities are attained through possession of a Bachelor’s Degree, or higher (a Master’s Degree or Doctoral Degree is highly desired), in Statistics, Biostatistics, Mathematics, Data Science, or a related field;

and

Five (5) years of full-time professional-level experience conducting statistical studies and analysis. Lead, supervisory, and/or management experience leading and conducting statistical or related studies is highly desired.


A Master’s Degree or Doctoral Degree in Statistics, Biostatistics, Mathematics, Data Science, or a related field may substitute for one (1) year of the required work experience.


Special Requirements

  • Ability to travel to alternate locations in the course of work. If driving, possession of a valid California driver’s license prior to appointment and the ability to qualify for and maintain a County driver authorization.
  • As a condition of employment, pursuant to California Government Code Sections 3100-3109 and Local Ordinance, all County of Santa Clara employees are designated Disaster Service Workers (DSWs), including extra help. A DSW is required to complete all assigned DSW-related training, and in the event of an emergency, return to work as ordered.


Knowledge of

  • Methods and techniques used to collect, compile, clean, categorize, analyze, and evaluate statistical data;
  • Emerging concepts, procedures, and techniques for statistical analysis;
  • Use and application of statistical software, such as SAS, R, Julia, and/or Python;
  • Development, maintenance, and use of databases to store and access large volumes and multiple sources of data;
  • Statistical and related theories and trends in the literature;
  • English usage, style, grammar, punctuation, and spelling;
  • Common computer systems and applications.


Ability to
:

  • Provide organizational, administrative, contracting, and fiscal oversight, manage grants, and provide oversight of employee recruitment, training, and development;
  • Develop and modify strategic plans, priorities, and objectives for statistical studies and analysis, in collaboration with executives, health officers, managers, and others, as appropriate;
  • Manage and supervise statistical, analytic, and other staff in the planning for and application of statistical methods and related approaches;
  • Manage and lead analyses and studies, including data acquisition, data collection, analysis, and reporting, and present findings using multiple formats;
  • Direct and support staff in the use of appropriate statistical software and informatics tools to compile data, create reports, and perform related tasks;
  • Direct and support staff in acquisition, integration, validation, and use of data from multiple sources;
  • Persuade, justify, and project consequences of decisions and/or recommendations;
  • Plan, coordinate and initiate action necessary to implement recommendations;
  • Analyze policies and procedures and make recommendations to management;
  • Adapt and apply formal statistical principles and methods to challenging problems;
  • Evaluate and review data and related methods and practices for reliability, validity, and quality assurance;
  • Develop and maintain databases;
  • Identify appropriate statistical methodology for data analysis;
  • Identify, develop, and administer data collection instruments;
  • Use and develop programs in statistical software, conduct statistical analysis, and interprets results;
  • Prepare reports and make recommendations based on statistical analysis and findings; make presentations to explain results of statistical studies;
  • Respond to inquiries from the media and other agencies requesting statistical information on County policies and programs;
  • Participate in meetings and consult with management concerning studies and reports needed for policy and program planning, monitoring, and evaluation;
  • Maintain knowledge of new methodologies, applications, technology, and trends related to statistical analysis;
  • Serve as a member of task forces or committees requiring obtaining, analyzing, and organizing data;
  • Prepare and present statistical reports in a manner understandable by other technical experts, non-technical stakeholders, and the public;
  • Develop and deliver professional presentations and publications;
  • Communicate effectively, both orally and in writing, with people of diverse backgrounds and cultures;
