Job Description
Class Concept

The purpose of this classification is to coordinate and implement County safety programs and develop and implement safety and training policies to promote a safe working environment for Fulton County employees. Responsibilities include analyzing safety statistics and computing trends, performing on-site safety inspections, and serving as a safety expert on issues regarding industrial hygiene and environmental concerns. This classification is distinguished from Safety Officer/Investigator in that this classification coordinates comprehensive County-wide safety programs and develops and implements safety policies, whereas the latter performs investigations of workers’ compensation injury/accident claims and working conditions and conducts safety training for County employees.

Purpose of Classification:
The purpose of this classification is to coordinate and implement County safety programs and develop and implement safety and training policies to promote a safe working environment for Fulton County employees. Responsibilities include analyzing safety statistics and computing trends, performing on-site safety inspections, and serving as a safety expert on issues regarding industrial hygiene and environmental concerns. This classification is distinguished from Safety Officer/Investigator in that this classification coordinates comprehensive County-wide safety programs and develops and implements safety policies, whereas the latter performs investigations of workers’ compensation injury/accident claims and working conditions and conducts safety training for County employees.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Collaborates with department heads and appointing authorities to develop departmental safety programs: analyzes information to develop safety programs to meet individual department needs; serves on Emergency Evacuation Committee; and assists with evacuation planning process.
Coordinates comprehensive County-wide safety and safety training programs: coordinates safety related portion of new employee orientations and departmental in service training; educates employees and supervisors on safe work habits, regulations, policies and procedures governing safety; conducts/coordinates Defensive Driver training of employees; conducts Workplace Violence training to supervisors and managers; trains supervisors on correct completion of Occupation Injury Reports; and writes and implements County-wide safety policies and procedures.
Analyzes safety statistics and computes trends in employee injuries and accidents: provides department heads with reports of Workers Compensation employee injury types and medical payments amounts; and serves as liaison to Office of Disability Affairs to provide safety information and make recommendations as requested.
Maintains 24 hour coverage of County Workers Compensation Emergency cell phone: answers calls after hours, on weekends and holidays; and remains accessible to employees to direct and support Workers’ Compensation needs.
Performs on-site safety inspections to minimize safety risks: evaluates ergonomic conditions and unsafe practices; and provides corrective recommendations.
Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to workplace safety and risk management; researches industry trends and makes recommendations to senior management; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.
Serves as a safety representative to managers regarding questions on industrial hygiene and environmental concerns.
Investigates and documents safety and security related incidents, including accidents, emergency maintenance problems, threat management, and crimes.

Minimum Qualifications

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
Other Requirements:
Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes, hazardous materials, electric currents, traffic hazards, and toxic agents.
