Job Description
Seeking a Technical Project Analyst to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Department, Research Operations Division (RD CBC), Research Oversight Board (ROB). The successful candidate will serve as the coordination conduit for managing regulatory compliance with protocols for research involving animal and human subjects.
Principal Duties
  • Work with the DTRA Science and Tech Managers (STMs) and support staff to oversee and manage the regulatory aspects of ongoing projects
  • Receives, reviews, and coordinates documents for signature throughout the CB Divisions.
  • Serve as a DTRA representative for quarterly DoD Animal Use Working Group (DAUWG) Meetings
  • Tracks multiple documents being routed simultaneously
  • Provide A&AS support to the Program Manager and Executive Secretary of the DTRA ROB, including registration, focused reviews, and technical assistance of DTRA funded new proposals and projects involving Human Subjects and Animal Use research
  • Liaison for DTRA STMs and PMs, project team and line management, with USAMRDC Office of Human and Animal Research Oversight (OHARO)
  • Assess project issues and develop resolutions to meet regulations for project progress, intervention, and problem solving with project managers, line managers, and clients
  • Monitor active and pending research studies to ensure compliance with annual review requirements, as well as identify and track DTRA personnel for compliance training
  • Coordinates with USAMRDC OHARO on DTRA ROB’s access to their new database and providing input on how to create a better streamline review process for protocols involving human or animal subjects.
Requirements
  • Minimum of two years’ experience with a BS, or 1 year with a MS.
  • High-level proficiency with MS Excel, PowerPoint, and Word; ability to quickly learn to use new IT systems and software.
  • DOD Secret level clearance
  • Detail-oriented, self-starter with excellent communication and time management skills.
  • Successful completion of a full course of study in an accredited college or university leading to a BS, or MS, in a Business/Accounting/Financial Management related field, and/or degree in a science field (e.g. biology, chemistry, physics) with experience managing executive level correspondence with external agencies.
Desired Qualifications
  • Knowledge of the DoD acquisition policies, preferably with experience in the Joint CBDP
  • Experience with the DoD Joint Chemical Biological Defense Program (CBDP)
  • Experience meeting regulatory requirements for early research involving human and animal subjects
