Job Description

The Property Manager will provide management for the University’s facilities on the Elisabeth Haub School of Law (EHSOL) campus aligned with the University’s Strategic Plan. This will include providing excellent customer service for students, faculty, staff, and visitors of the campus. The Property Manager will be responsible for the overall maintenance and appearance of the campus environment. This will include, but not be limited to, functions such as Janitorial, Waste Management, Grounds Keeping, Pest Control, Snow Removal, Painting, Flooring Repair, Classroom Management, execute plans for emergency situations based on weather such as leaks and flooding, and small projects for the University’s portfolio of owned and leased buildings on the Elisabeth Haub School of Law Law campus. The Property Manager will support all campus Special Events in consultation with the Elisabeth Haub School of Law Law events team, including without limitation set up, clean up, and overall execution of events. The Property Manager will implement initiatives to address day to day needs and to ensure effective long-term planning to support the academic mission of the University. They will ensure the efficient and effective day to day operation and maintenance of campus buildings and grounds in a manner consistent with University policies and ownership.

Position Duties
General:
  • Manages the daily log of relevant requests/work orders and remedial actions taken. Coordinates with Building Engineers on issues related to the operation of the mechanical, electrical, and plumbing systems.
  • Regularly inspects all campus spaces, grounds and common areas of the property. Investigates and reports all accidents/property damage to appropriate management and authorities.
  • Develops and maintains strong business relationships with occupants, vendors and the local business community.
  • Serves as the Property Manager for the Elisabeth Haub School of Law Law campus in White Plains, managing maintenance of all owned and leased facilities to support the University’s Strategic Plan.
  • Coordinates and conducts regular property review meetings and sets operating policy consistent with the objectives of the University.
  • Manages the property/portfolio to enhance long-term value. Manages and provides day-to-day direction and supervision related to constituent relations, janitorial, grounds keeping, pest control, snow removal, painting, flooring repairs and small projects.


Technology/Operations:
  • Establishes and conducts a maintenance program of scheduled inspection to assure proper operation and to correct problems before breakdowns develop.
  • Generates performance reports showing trends and ensures continuous improvement.
  • Develops recommendations on staffing levels (current and future) necessary to provide services. Identifies areas for potential savings or investments. Develops a comprehensive approach to managing the performance of the staff, facilities in Property Management to achieve more proactive management of school assets.
  • Establishes building maintenance inspections on a periodic and recurring basis. Ensures that work conditions are safe and conducive to efficient operations.

Financial:
  • Determines requirements for supplies, materials, equipment and maintenance contract hire, according to Pace University policy and approved budget guidelines.
  • Works with the Westchester Property Manager to monitor expenditures in all categories to ensure that the budget is not exceeded and that funds are effectively utilized.
  • Prepares as needed financial reports and reviews operating expense reconciliations in coordination with the Westchester Property Manager and Director of Facilities Operations Budget.
  • Engages, plans and schedules subcontractors when needed to assist in maintenance, and conduct inspections to ensure that work performed meets requirements.
  • Reviews and approves all contracts and expenditures related to the building.

Contract Management:
  • Continuously monitors the performance of all contracted services. Bids services as required.
  • Maintains outside maintenance agreements including, but not limited to: custodial services, waste management, landscaping, pest control.
  • Meets regularly with contractors to review quality of work and adherence to contract specifications.
  • Retains and supervises outside contractors, implement maintenance requests from clients, other maintenance supervisors and project managers. Develops RFPs for subcontractors in coordination with the Westchester Property Manager.
  • Strives to achieve excellence in the appearance and function of Pace University’s campuses and facilities.

Communication:
  • Prepares reports related to Facility performance and operations for committees and the Board of Trustees. Presents information at public meetings as needed.
  • Maintains effective communication with all external and internal users including students, faculty, administration and other groups including the Westchester agencies. Builds and maintains effective relationships with all University constituents, including but not limited to staff of all levels, faculty, and students.

Compliance:
  • Ensures that general safety, fire prevention regulations are enforced, and safe working habits are promoted.
  • Ensures compliance with all regulatory laws and guidelines as they relate to the maintenance of the buildings, and promptly alerts management of any issues.

Emergency/Incident Response:
  • Collaborates across the facilities team to develop and implement action plans that address root cause remediation for continuous improvement. Promptly reports all equipment/system anomalies, hazardous materials encountered or unsafe work practices observed.
  • Performs other such duties as may be assigned from time to time.
  • Ensures facilities staff members respond to incidents, mitigates damage and obtains information on the cause of the problem.
  • Provides oversight, assistance, advice, and guidance to all departments to promote safety of all community members, security drills for fire, evacuation, lockdown and other emergencies.
  • Participates in disaster recovery planning and management. Actively participates in the development and periodic update of emergency response plans.

Position Qualifications
  • Excellent written, verbal communication, and problem solving skills.
  • Minimum of 5 years of experience with an excellent track record in all phases of Property Management including Real Estate.
  • Strong management skills.
  • Bachelor’s degree in Business Administration, Facilities Management, or a related field preferred.
  • Ability to work in a team environment.
  • Strong leadership profile: articulate, diplomatic, excellent communications and interpersonal skills, commitment to interdisciplinary and collaborate teamwork.
  • Demonstrate leadership in property management for school-wide operations, and ensures that all school facilities and grounds are well-maintained in support of the educational commitment of the school.
  • Robust sense of personal ownership for setting and achieving goals.
  • A strong focus on client service and commitment to quality, along with an understanding of both the service and stewardship missions of the organization.
  • Ability to contribute strategic concepts for business and project initiatives and successfully execute those concepts.
  • Strategic thinker, yet detail orientated and thorough. Demonstrates a commitment to continuous improvement.
  • Ability to effectively execute assignments and meeting stringent deadlines.
  • A history of solving complex problems in higher education environments preferred.
  • Ability to juggle and prioritize multiple work streams and remain calm under pressure.
  • Knowledge of contemporary trends in related university construction and renovation.
  • Knowledge of Westchester local laws, codes and reporting requirements.

Work Hours
Monday – Friday 9am-5pm with additional days and hours as required by business needs. This position is designated by the University as essential services personnel and is expected to be on call as business needs warrant.
