Pricing & Proposal Specialist Iii

Position Objective

Perform specialized and diversified material pricing and estimating functions required to support internal and external

bid proposals and Business Development.

Primary Responsibilities

• Review responses from suppliers to ensure quotes meet Sparton and the specific RFP requirements for
• Ability to provide pricing based on conceptual plans.
• Support internal cost reduction efforts of materials and processes interfacing with the supply base.
• Maintain and report progress of RFQ process to assure on time completion of projects.
• Review and understand Request For Pricing (RFP) packages from internal and external customers.
• Participate in Bid Proposal kickoff meetings.
• Prepare, issue and execute Requests For Quotes (RFQ) to support pricing proposals.
• Set up and negotiate Long-Term Purchasing Agreements when applicable.
• Document and file all quotes and analysis in the quote file per the file structure for backup during audits.
• Track and manage proposal updates and revision changes during the RFP process.
• Accuracy and completeness.
• Develop and maintain Strategic Suppliers to support all programs.
• Strip out RFP’s for all requirements like FAR, DFAR, ITAR, DPAS ratings etc. for flowdown to Supply Chain.
• Determine if RFP is a sole source, competitive, prime or subcontract package and know the requirements of
• Reasonable.
• Interact with Business Development Managers, Engineering Managers and Contracts for all proposals.
• Develop bid strategies based on RFP requirements.
• Perform Pricing and Cost Analysis (when required) to document competitive pricing and show price is fair and

Required Education And Experience

• A minimum of 10 years’ experience creating, sending, reviewing and analyzing RFQ’s.

Required Qualifications

• Strong negotiation skills.
• Demonstrated experience and successful results in negotiation skills and strategies.
• Experience in Excel, Word and PowerPoint.
• Knowledge of supply sources and marketing conditions in various commodities.
• Working knowledge of FAR, DFARS and applicable Public Law preferred.
• CPM or CFM preferred
• Must possess a thorough technical understanding of the various commodities.
• Ability to work with little or no supervision.
• Thorough understanding of Sourcing and RFQ process required.
