The Patient Assistance Specialist offers individuals and family's information and assistance with enrollment into Qualified Health Plans (QHPs), Medicaid and Children's Health Insurance Program coverage options. This individual also functions as a resource person for clinic staff to assist them with any self-pay billing or enrollment in health resource questions. Completes required federal and/or state consumer assistance training to provide fair, accurate, and impartial assistance. Coordinates in-reach and outreach activities designed to help eligible health center patients and service area residents enroll into coverage options. Work with patients on outreach measures, education and organization orientation. This position will represent KCH at community outreach events, attend community meetings, and identify new collaborative efforts and partnerships to advance outreach goals. The position will also be responsible for assisting patients connect to resources when needed.


Qualifications


  • Excellent communication skills, both oral and written
  • Must be able to exercise discretion in all matters related to the enrollment process as well as confidential company information
  • Consistent tact and graciousness in dealing with members of the public as well as continuous professionalism with patients and co-workers;
  • Bilingual English and Spanish preferred.
  • The ability to work in the absence of direct supervision, stay on task and see job at hand through to completion.
  • Excellent time management and critical thinking skills
  • Health or social service sector serving low-income and under-served populations experience preferred.
  • Must be able to work under conditions of constant interruption.
  • Knowledge of program and community resources within Boundary & Bonner County Communities preferred
  • Ability to maintain strict corporate confidentiality and HIPAA compliance;
  • Proficient computer skills, including office suite. Ability to learn new software and technology quickly.


Primary Duties And Responsibilities


  • Participate in ongoing trainings, learning sessions, conference calls, webinars and other professional development opportunities.
  • Assist in planning of new strategies for outreach
  • Support outreach and enrollment efforts by working collaboratively with community partners— Head Start, Early Head Start, School District Partners; North Idaho Panhandle Health Programs, Other Public Health Programs, Churches and other community entities.
  • Be available as a resource for the Director of Marketing & Community Relations for assistance with completing large projects.
  • Comply with and successfully complete federal and state consumer assistance training required for personnel carrying out consumer assistance functions.
  • Provide comprehensive and culturally-sensitive information about Idaho's Health Insurance Exchange and public insurance programs and benefits.
  • Participate in outreach and community events as needed
  • Ensure the confidentiality of all applications, records, and information.
  • Track provided eligibility assistance and successful enrollments in QHP, Medicaid and CHIP insurance plans.
  • Provide backup and coverage for the Patient Assistant Manager as needed.
  • Conduct follow-up with individuals and families on the progress of their enrollment and help troubleshoot enrollment barriers.
  • Serve as a point of contact for individuals and families contacted during off-site outreach activities regarding health insurance enrollment.
  • Assist applicants in properly completing and submitting applications and performing eligibility screen including compiling necessary documentation.
  • Document and maintain records of encounters with individuals and/or families.
