The successful candidate will organize and manage functions and activities related to the procurement, servicing, operation, fuel programs, and repair of Great Parks’ fleet vehicles and equipment.

• Maintain confidentiality of confidential and sensitive information.
• Other duties as assigned.
• Assure vehicle-related functions and activities comply with established laws, codes, rules, regulations, policies, and procedures.
• Conduct regular meetings with mechanics and manager teams. And provide feedback on employee performance levels to direct supervisors.
• Develop and prepare the annual budget for vehicle maintenance, repair, operation, servicing, and procurement functions; analyze and review budgetary and financial data; use appropriate bidding and purchasing mechanisms, write purchase orders and track budget expenditures with established limitations in accordance with agency practices, and state, law. Forecast fleet impact on agency budget.
• Develop and implement systems for managing a public agency vehicle and equipment fleet which meets needs for operational functions and emergency services requirements.
• Manage off-site maintenance repair and recovery functions for roadside vehicle malfunctions. Coordinate bodywork and accident repairs. Develop guidelines for the out-sourcing of fleet equipment and vehicle repairs or services.
• Perform job duties in accordance with Great Parks of Hamilton County’s policies, procedures, and performance expectations.
• Evaluate agency vehicle and transportation utilization and needs, explore and implement alternative transportation platforms such as electrification or other renewable energy to advance agency sustainability goals.
• Perform annual site audits and safety inspections of all fleet vehicles, equipment, and maintenance facilities. Evaluate the use, performance and effectiveness of fleet vehicles, equipment, and maintenance facilities.
• Manage and maintain Fleet inventory database utilizing agencies asset management software. Supervise records of fleet equipment, expenditures, cost analysis, supplies, fuel and equipment inventory, repair records, maintenance schedules and other documentation, including vehicle titles and licensing.
• Analyze and evaluate the effectiveness and efficiency of all repair and equipment maintenance facilities. Set standards and policy to provide a uniform, consistent standard of maintenance to enhance financial effectiveness and operational efficiency.
• Create, conduct, and monitor fleet related safety training for vehicles and equipment, in coordination with Risk Manager. Communicate and coordinate training recommendations on new fleet equipment and vehicles as dictated by the changes and variations of new equipment and operation.
• Facilitate auction processes for all licensed vehicles and equipment. Prepare specifications, make recommendations, and coordinate purchases of new fleet equipment and vehicles, including options available through state contracts.
• Manage fleet procurement, utilization and operation, ongoing maintenance and repair and decommission of the fleet.
• Prepare vehicle replacement, rotation, and disposition recommendations.
• Coordinate new vehicle set up, preparation, titles, and state registration.
• Utilize agency needs and industry standards to establish sustainable fleet management strategies.
• Identify fleet equipment and vehicle forecast needs.
• Identify, recommend, and assist with managers’ evaluation of mechanics skillsets, training, and certifications of mechanics.
• Work assigned schedule, exhibit regular and punctual attendance, and work outside of normal schedule as required.
• Assist managers with training of Great Parks’ mechanic staff as it pertains to the fleet maintenance program.
• Procure vehicles and equipment using appropriate statutory requirements, agency policies and procedures.
• Serve as automated fuel system administrator and service program administrator. Monitor Great Parks’ fuel sites to assure compliance with environmental standards and regulations; assure proper maintenance at servicing sites; provide data to Finance Division for quantifying fuel utilization and fuel tax rebates.

Qualifications

• Evidence of experience in public sector procurement practices.
• Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.
• Associate degree in finance, business or another related field required
• 5-7 years of experience with administration of large fleet operation, including budget preparation, inventory control, and forecasting

License Of Certification Requirements

• State Motor Vehicle Operator’s License that meets GPHC current carrier guidelines. Complete training and certify in Ohio Public Procurement training and Forklift Operator within six months of employment.
