Organizational Setting

FAO Country Office in Turkiye is responsible for partnership with and support to the Government of the Republic of Turkiye, bringing together technical assistance and innovative, international best practices and global normative work standards with national and regional expertise.


Reporting Lines

The Consultant will work under the overall supervision of the FAOR in Turkiye, and under the technical guidance and supervision of the Project Lead Technical Officer (LTO) and in collaboration with the National Project Coordinator, and relevant technical and programme units of the FAO Representation in Turkiye.


Technical Focus

Sustainability of fisheries and aquaculture resources; management and development of fisheries and aquaculture, strategies/policies for linking aquaculture and fisheries into tourism economy.


Tasks and responsibilities

  • Design a training module, in coordination with the respective project staff, on fishing tourism considering the targeted audience in order to introduce conceptual-theoretical and practical framework of fishing tourism with basic principles, lessons learned and case studies from the other countries
  • Analysis of national policies, strategies, priorities and current initiatives of relevance to fishing tourism as well as those which are related to fisheries and aquaculture and their synthesis into the report,
  • Prepare training/workshop contents (presentation/training materials etc.)
  • Submit a draft NFTDPS for comments of key national stakeholders and the respective FAO Technical Officers,
  • Identification of potential issues of conflict and their implications
  • Strengths, weaknesses, opportunities, threats analysis (SWOT) of current situation and process to develop an effective NFTDPS for Türkiye,
  • Proposed time frames and estimated funding needs,
  • Draft the technical document through a consultation process with key stakeholders, taking into consideration the policy/strategy framework that was developed earlier by FAOSEC through a consultancy service,
  • Formulization of a sound NFTDPS, taking into account ecological, social and economic, investment issues as well as best management practices, including
  • Analysis of the status of fisheries and aquaculture in the Türkiye in terms of sustainable fishing tourism development and its synthesis into the report
  • Prepare materials for wider information dissemination
  • Strategic performance indicators,
  • Identification of priority areas and opportunities for investment in fishing tourism,
  • Finalize the NFTDPS document based on the comments provided.
  • Policy/strategic directions and recommendations for development of fishing tourism, including instructional capacity building, stakeholder partnership and participation, gender balance, research and development (R&D), market development for fishing tourism,
  • Prepare a (Long-term) National Fishing Tourism Development Policy and Strategy (NFTDPS) for Türkiye. The document to be prepared in English will include, as a minimum, the following:
  • Participate in the stakeholder workshop for determination of key considerations, priorities, gaps, policy/strategic directions in respect of development of the NFTDPS and validate and secure agreement at the workshop,

Minimum Requirements

  • Working knowledge (level C) of English and limited knowledge (level B) of another FAO language (Spanish, French, Arabic, Chinese, or Russian). For PSA.SBS, working knowledge of English might be sufficient.
  • University degree in fishery/aquaculture, livestock production, economy or related field (Masters/PhD is advantage);
  • At least 5 years of relevant practical experience in fishery/aquaculture;

Technical/Functional Skills

  • Work experience in more than one location or area of work
  • Previous experience with aquaculture/fishery sector and fishing tourism in Mediterranean and/or Black Sea region
  • Computer literacy with spreadsheets, databases and electronic programmes is required;
  • Demonstrated analytical, negotiating and advisory skills
  • Knowledge of the socio-economic conditions and institutions in Europe
  • Ability to plan and organize institutional and technical work and support work of multi-disciplinary teams
  • Quality of both oral and written communication skills.
  • Relevant experience in program/project management working in policy-driven programs/projects

Selection Criteria

  • Involvement into at least one national or regional project/programme related to development policy/strategy and planning for fishing tourism.
