Job Description
The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for regulating for-hire transportation in New York City. These include taxis, street hail liveries, high-volume for-hire services such as Uber and Lyft, black cars, luxury limousines, livery vehicles, commuter vans, and paratransit vehicles. The TLC licenses about 175,000 drivers, 115,000 vehicles, and 1,000 businesses, which together transport about a million passengers a day, making TLC the most active for-hire transportation regulatory agency in the world. With the introduction of new apps and technologies, TLC is now on the front lines of a rapidly changing mobility landscape. Our initiatives—such as regulating driver pay, ensuring wheelchair accessibility, working to eliminate traffic fatalities, or preventing discriminatory service—often serve as a model for other cities.
We are looking for a highly motivated Data Analyst to join our Data Analytics Unit within the Policy Division. The candidate will assist the Policy Division in the supervision, planning, implementation, coordination, monitoring, and evaluation of policies and programs affecting TLC licensees and the communities they serve, including major initiatives such as the Medallion Relief Program, the Owner/Driver Resource Center, External Affairs community outreach efforts, pilot programs such as the Street Hail Livery Pilot Program, and other policies and programs aimed at ensuring the health of the TLC-licensed transportation sectors. Among other datasets, we regularly receive trip data for every taxi and for-hire vehicle trip in New York City, giving the agency an immense set of data on passenger wait times, geographical coordinates for pickup and drop-off locations, trip times, passenger costs, and driver pay, allowing the agency’s programmatic and policy efforts to be incredibly data driven.
We are seeking to add a new member to our team who is a self-starter and is excited to work with big data to drive important decisions to benefit passengers, drivers, and all New Yorkers. This individual will be integrated into ongoing projects within our team such as traffic congestion, fare regulation, vehicle electrification and charging infrastructure, traffic safety and Vision Zero, driver pay, the use of emerging technologies, and shared rides. The Data Analyst will work closely with those in the Data Analytics Unit and the Policy Research Unit to answer a variety of questions on the for-hire transportation industry utilizing internal and external data sources, will make recommendations on agency policies and procedures, and will prepare evaluation reports regarding important community services, and provide technical assistance and training to other staff as needed. The Analyst will also work closely with other Divisions within the agency, including the External Affairs Division and the Program Planning & Management Division to design, evaluate, and make recommendations regarding numerous agency outreach efforts and programs.
The Data Analyst will perform the following tasks:
  • Tell accurate and compelling data stories through a verity of tools such as designing and building interactive dashboards and data visualizations.
  • Liaise with other departments to support their data needs, identify useful data sources and potential for collaboration.
  • Keep track of our datasets through maintaining well organized data dictionaries, conducting exploratory data analyses (EDA) and data validations.
  • Aid in analyses of existing data to support planning and policy and program development.
  • Analyze data to identify gaps and inconsistencies in data collection and management.
  • Work with agency leadership to produce data analyses and provide solutions.
  • Present analyses and findings to agency senior staff and outside stakeholders.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

  • Willingness to learn new technologies.
  • Ability to translate quantitative analysis into actionable insights through presentations, reports and dashboards using BI tools such as Power BI or Tableau and writing Python and SQL scripts.
  • Prior experience with SQL, Python, and/or R to read and transform large amount of data, deliver clean and well-organized code, and automating data pipelines.
  • Solid foundation in data cleaning and Exploratory Data Analysis.
  • Solid foundation in statistical analysis, math, and probability.
  • Thoughtfulness about ensuring data accuracy and quality assurance.
  • Experience with a version control tool and data documentation.
  • Excellent research, writing, and verbal communication skills, effective problem-solving and data skills.
  • Collaborative mindset.
  • Passionate about analyzing big data to inform policy and community programs in government or public service.
