Job Description

The County of Kings is seeking a strong administrator who will lead the County successfully and effectively, administering all operations of the County. The County Administrative Officer is responsible for managing the day-to-day operations on behalf of the Board of Supervisors. Appointed by, and serving at the pleasure of the Board, the County Administrative Officer oversees and coordinates the operation of 23 departments and a workforce of approximately 1,658 employees. Additionally, the County Administrative Officer interprets, administers, and enforces the broad policies established by the Board of Supervisors, administers the County's $423.8 million budget and is responsible for developing long range financial plans and maintaining the financial viability of the County. BENEFITS
This position includes management level I benefits, which includes CalPERS retirement (see benefits selection to determine plan/tier placement), fully paid PPO health, dental, vision and chiropractic health insurance premiums for employee and eligible dependents; term life/accident insurance $50,000; in addition to the standard sick leave and vacation accruals and holidays; this position receives an additional 64 hours of management leave of which 48 can be cashed out at employee's option. The County Administrative Officer may authorize a vacation accrual rate for management employees hired from outside the County at an amount equivalent to what their accrual would be if their service time with other public agencies was earned in Kings County. EMPLOYMENT AT WILL

The County Administrative Officer classification is a department head level position. The Board of Supervisors appoint and remove the incumbent.

DUTY SAMPLE

The County Administrative Officer shall be the Chief Administrative Officer of the county and shall be responsible to the Board of Supervisors for the proper and efficient administration of all county offices, departments, institutions, advisory agencies and special districts under the jurisdiction of the Board of Supervisors.

The County Administrative Officer shall:
  • Provide management training and develop leadership qualities among department heads to build a County management team that can plan for and meet future challenges;
  • Recommend to the Board of Supervisors the dismissal or suspension of any department head, except for elective officers, appointive officers with fixed terms of office, officers appointed by the courts, and members of boards and commissions; and
  • Recommend to the Board of Supervisors a proposed capital budget based upon long-range plans for acquiring, constructing, or improving buildings, roads, and other county facilities; make recommendations to the Board on the acquisition and disposition of real property;
  • Recommend to the Board of Supervisors an annual county operating budget based on revenue projections, budget targets and proposed goals, objectives, work programs and projects developed by the various departments;
  • Refer policy matters, and other matters beyond the County Administrative Officer's authority, to the Board of Supervisors for determination, direction and authorization;
  • Evaluate all proposed departmental programs and recommend programs to the Board of Supervisors that should be approved or modified; periodically evaluate existing departmental programs and recommend changes to the Board where they are indicated;
  • Select and recommend to the Board of Supervisors for appointment a list of qualified candidates to fill each vacancy occurring in a department head position which the Board of Supervisors has the power to fill, except for elective officers, and members of boards and commissions;
  • Be responsible for orientation of new County Supervisors, new department heads, and member of boards, commissions and committees;
  • Supervise the performance of County departments, within the limitations established by state law or the Board of Supervisors;
  • Keep the Board informed of the financial status of the County and of other matters of major significance which affect the County;
  • Evaluate the on-the-job performance of each department head, except for elective officers, appointive officers with the fixed terms of office, officers appointed by the courts, and members of boards and commissions, at least once annually and prepare a written record of the review. The County Administrative Officer shall discuss his or her draft evaluation with the department head. The report shall be discussed with the Board of Supervisors and the department head.
  • Supervise and direct the preparation, revision, maintenance, coordination, and control of long-range plans for management of County property and the construction, alteration, and use of physical facilities necessary and proper to render county services under the jurisdiction of the board;
  • Represent the Board of Supervisors in the County's intergovernmental relationships in accordance with Board policies and instructions; when directed, represent the Board in dealing with individuals or groups concerned with county affairs;
  • Develop budget instructions and policies, revenue estimates, and departmental budget targets to guide departments in budget preparation;
  • Administer and enforce policies established by the Board of Supervisors; promulgate rules and regulations as necessary to implement Board policies;

MINIMUM QUALIFICATIONS **Minimum requirements must be met by the closing date**

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
  • Equivalent to a bachelor’s degree from an accredited college or university with major coursework in business, public administration, or a related field.
  • Five (5) years of progressively responsible executive level local government management experience. Experience as a County Administrator or City Manager or Assistant/Deputy County Administrator, or Assistant City Manager in a large agency would typically provide an individual with the knowledge and abilities required for this position.
Licenses and Certifications:
  • Must possess a valid US driver’s license upon date of application. Must obtain California driver’s license following hire date per California DMV regulations.
Ability to:
  • Qualify for security clearance through a background investigation and fingerprint check.
  • Work irregular hours as necessary;
  • Travel within and outside the County; and
