Job Description
Summary You will serve as an Accountant in the Financial Improvement Audit Remediation (FIAR) Department (V85) of NAVAL AIR SYSTEMS COMMAND. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities You will be responsible for review and analysis of relevant guidance/policies, and proposed changes, to ensure NAVAIR compliance with business and financial accounting standards and policies. You will analyze samples received for Navy-level (FMO, FMB) Tests of Design, Execution and/or Controls, and distribute to WCF FIAR Teams and HQ. You will represent the Division Director at conferences, working groups, meetings and special teams with other agencies and organizations. You will be responsible for collection and analysis of Navy ERP data, principally residing in the SAP Finance, Funds Management, Materials Management, Asset Management, and Document Management System (DMS). You will organize and present information in written format using Microsoft Excel, PowerPoint, Word, etc., and present formal briefings to higher level officials. You will be responsible for DAR-Q KSD Packages, support of RPA efforts, review/update of PCMs, RCMs, RCBs, and review/monitoring of CAP milestones. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band (GS 5-11 or NH-02) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating a mastery of the principles, theories, techniques, and methodology of accounting sufficient to oversee and manage a complex, large-scale accounting function; 2) Exhibiting a working knowledge of SAP functionality and transactional processing within the financially-relevant modules of SAP; 3) Demonstrating advanced experience working with management analysis and systems development sufficient to advise and ensure incorporation of sound accounting principles, practices, and procedures in an information technology effort; and 4) Applying interpersonal, organizational, and leadership skills to assist in the development of an effective team. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess. A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
